Job Context:
∎ The Subcontracts and Grants Associate assists with implementation of the AUHC project`s grants and subcontracts program that funds social enterprise Surjer Hashi Network (SHN)`s 294 clinics throughout Bangladesh and NGO Green Hill`s 18 Smiling Sun clinics in the Chittagong Hill Tracts. S/he ensures that subcontractor SHN and grantee Green Hill adhering to USAID and Chemonics grants and subcontracts guidelines. In addition, the Subcontracts and Grants Associate is a member of AUHC`s Compliance Monitoring Unit as a finance auditor. In this capacity, s/he travels throughout Bangladesh auditing SHN and Green Hill clinic`s financial, procurement, HR, and administrative documentation to ensure oversight and enforcement of required regulations.
∎ The location of this assignment is Dhaka, Bangladesh, with travel to the SHN clinics estimated to require one-third of the incumbent`s level of effort.
Job Responsibilities:
∎ Implements the overall polices, practices and procedures relating to all aspects of grants and subcontracts under the AUHC activity.
∎ Participate in procedures relating to grant solicitation and selection, grant awards, grant implementation, grant monitoring and evaluation, and grant close-outs.
∎ Participate in procedures relating to subcontract solicitation and selection, subcontract award, subcontract implementation, subcontract monitoring and evaluation, and subcontract close-outs.
∎ Assist with the proper preparation and execution of grants and subcontract documents and disbursements in line with USAID procedures and practices.
∎ Analyze, assess, and assist with budgetary and financial aspects of grants and subcontract proposals, recipients' financial management capacities and needs, and disbursement of funds.
∎ Act as an effective liaison between project staff and grants and subcontract recipients; ensuring that recipients are provided with suitable technical advice and assistance in the fields of management, including financial management, financial sustainability and advocacy.
∎ Work closely with the Director of Grants and Subcontracts and Deputy Chief of Party and other team members on all matters relating to grants and subcontracts.
∎ Conduct in-person audits of Surjer Hashi clinic financial, procurement, administrative, and HR documents and processes to ensure adherence to USAID and Chemonics rules and regulations.
∎ Other duties as assigned.
Additional Requirements:
∎ Knowledge of USAID grants regulations (ADS 303) and the FAR
∎ Strong organization skills and attention to detail
∎ Excellent communication skills, both written and oral
∎ Experience conducting similar assignments, gathering and synthesizing information
∎ Fluency in English
∎ Experience working on development projects in the Chittagong Hill Tracts preferred.
∎ Previous experience in accounting and/or audit strongly preferred.
