∎ About MFO
∎ Founded in 2002, MFO (microfinanceopportunities.org) is a global nonprofit organization committed to understanding the economic realities of low-income individuals and households in developing countries. MFO is a global leader in the development and use of the Financial Diaries methodology and has conducted 14 such studies across the globe, including the completed Phase I and Phase II of the Garment Worker Diaries (www.workerdiaries.org) in Bangladesh. Phase I enrolled a smaller sample size of respondents and was a precursor to Phase II, in which we scaled up the project to 1,300 respondents working in the ready-made garment sector in Bangladesh, who are spread out across its five main industrial areas (Chittagong, Dhaka City, Gazipur, Narayanganj, and Savar). The Garment Worker Diaries project is currently in Phase III in which the focus is on understanding how garment workers are coping during the COVID-19 crisis in Bangladesh.
∎ Project Background
∎ The Financial Diaries methodology collects data on the economic transactions of respondents every week. Data collection during Phase II consisted of 80 weeks of data collected from 1,300 respondents starting in August 2018 and concluding at the end of January 2020. Phase III of the project will continue to collect data from 1,300 respondents until the end of 2020. Interviews with respondents are conducted completely over the phone in order to protect the safety of workers and to allow for social distancing
∎ guidelines to remain in place. Survey questions focus on how garment workers are faring during COVID-19 (are workers earning as much, working as much, eating sufficiently, feeling healthy, practicing social distancing in their factories, etc.); and data analysis is also focused on how digital financial services might be playing a role during the crisis (does the increasing digitization of wages empower workers, especially women, etc.). MFO is partnered with a local research organization, SANEM, that is in charge of collecting the data, but it is MFO`s responsibility to: 1) ensure the data is of high quality by implementing a thorough data review and cleaning process; 2) shape the data and get it ready for analysis and posting on workerdiaries.org; and 3) analyze it. A 4th task which is a shared responsibility of both SANEM and MFO is to disseminate the data in such a way as to engage relevant stakeholders (workers, factory owners, unions, labor organizers, brands, politicians, NGOs, and consumers). Successful stakeholder engagement entails delivery of the data into stakeholders` hands and the fostering of conversation among stakeholders in an effort to improve the financial wellbeing of garment workers in Bangladesh. In addition to sharing the data that the project is collecting, it will be important to effectively demonstrate to stakeholders that the other primary value of the project is the direct line of communication that exists with the garment workers. In many respondents` cases, their connection to the project has been a year or more in the making. This strong network of connectivity to real workers on the ground means that stakeholders are able to participate in the survey process by asking MFO and SANEM what they would like to know about how garment workers are living and working through COVID-19. Stakeholder engagement is a crucial component of the project, and the project will not be a success without it.
∎ The initial engagement will be from August 3, 2020 to January 31, 2021. Though the Consultant will be expected to work full time, s/he will be able to set his/her own hours as long as s/he is available for regular calls and meetings with the MFO team either early in the morning or late in the evening due to the time difference.

Job Responsibilities:
∎ The main focus of the work of the Stakeholder Engagement Consultant (the Consultant) will be to create and pursue a strategy to approach, engage and manage all stakeholder activities and stakeholder relationships of the Garment Worker Diaries (GWD) study in Bangladesh. Consistent communication with both the research team in Bangladesh and MFO staff is a necessity. MFO is a virtual organization with employees in Cambridge, MA, Washington, D.C., Kenya, and Spain and with Consultants across the globe. The Executive Director of MFO, Guy Stuart, is based in Cambridge. The MFO staff currently located on the East Coast of the United States and those in Spain are 11 hours and five hours behind Bangladesh time, respectively. This means that the Consultant will need to be able to hold conference calls either early in the morning or late in the evening consistently throughout the engagement. The Consultant is expected to live and work in or close to Dhaka, Bangladesh.
∎ The stakeholder engagement activities of the Consultant will range from identifying relevant stakeholders and the design of a strategy to approach each stakeholder based on its needs and alignment to the GWD project to outreach, press briefings and one-on-one meetings. Once a strategy is agreed upon with MFO, the Consultant will be expected to spearhead and organize its implementation supported by MFO, SANEM and the field team whenever needed. The Consultant must feel comfortable and confident engaging with garment workers, the data collection team, brand representatives, union leaders, local politicians, factory owners, the media and the general public. Though the Consultant will receive support from MFO and SANEM in the development of stakeholder engagement materials, the Consultant must be able to lead and support the creation of these materials, such as signs, posters, flip books and short videos. To expand and summarize, here is a potential list of activities and deliverables the Consultant should be prepared to produce:
∎ Detailed stakeholder analysis and strategy
∎ One-on-one meetings between stakeholders (for instance, between a factory owner and a union leader, or between a brand representative and a local politician)
∎ Town hall-style presentations and sharing sessions
∎ Stakeholder engagement materials
∎ Media engagement including pitching the results of the GWD data analysis to local and international newspapers and online news sources, digests and blogs, both local and international
∎ Phone-calling, emailing and meeting in person with stakeholders
∎ Report writing and presenting
∎ Stakeholder engagement meeting recap and review, including key takeaways, lessons learned, and next steps for continued engagement

∎ Garment workers having access to and understanding their own data, and passing on their knowledge to other workers outside of the study
∎ Competition between brands to improve the economic condition of garment workers
∎ The ideal candidate for the role will have the following skills and experience:
∎ Someone who knows the RMG industry well and understands the politics involved
∎ Someone with connections (to the industry or the media) would be ideal but not a must
∎ Full fluency (writing, reading, speaking and listening) in both English and Bangla/Bengali
∎ Proficiency in the Microsoft Office software programs Word, Excel and PowerPoint
∎ Technological skills including use of cameras and audio and video recording devices
∎ Strong writing skills
∎ Strong public speaking skills
∎ Design skills including the ability to create engaging "teachable moments" using a minimal amount of words, images and graphics (for instance, creating a poster for garment workers showing them how to calculate their overtime pay)
∎ Communications skills including translating data analysis into insightful talking points and presentations
∎ Interpersonal skills and good at building relationships
∎ Well organized and time and date-conscious
∎ Ability to arrange physical meetings between parties scattered throughout greater Dhaka
∎ Natural coaching skills, which will be needed to encourage certain respondents to participate in stakeholder engagement activities
