Overview:
RFL Group, one of Bangladesh’s largest and most diversified manufacturing conglomerates, known for its plastics, electronics, furniture, and industrial products, is seeking a dedicated Sr. Manager/ AGM- HR & Compliance to strengthen its factory HR & Compliance operations. The role is responsible for ensuring robust HR governance, full statutory compliance, and effective people management practices across factories and corporate operations. This position plays a critical role in maintaining ethical standards, industrial harmony, and regulatory excellence in a large manufacturing environment.

Job Responsibilities:
HR Leadership & Governance:
Lead and implement HR policies, SOPs, and systems in line with RFL Group standards.
Translate business requirements into effective HR strategies and workforce plans.
Act as a strategic partner to business leaders on people, compliance, and risk matters.
Compliance & Statutory Management:
Ensure full compliance with the Bangladesh Labor Act, Labor Rules, factory safety regulations, environmental laws, and buyer Codes of Conduct.
Oversee and coordinate all HR, social, environmental, technical, and buyer audits, including preparation, documentation, and follow-up.
Review audit findings, prepare Corrective Action Plans (CAP), and ensure timely closure of all non-compliances.
Monitor compliance related to wages, working hours, overtime, leave, benefits, manpower ratios, and employee welfare.
Ensure proper implementation of disciplinary procedures, grievance handling mechanisms, and worker rights in line with labor law.
Conduct regular factory inspections covering HR compliance, safety, welfare facilities, and workplace standards.
Handle all labor, fire, safety, and regulatory audits (internal, government, buyer-led if applicable).
Liaise with DIFE, Department of Labour, Factory Inspectorate, Fire Service, and other authorities.
Maintain statutory licenses, registers, returns, and compliance documentation.
Industrial Relations & Employee Relations:
Lead domestic inquiries, show-cause notices, and labor-related legal issues.
Ensure peaceful industrial relations and proactive conflict prevention.
HR Operations:
Oversee recruitment, onboarding, confirmation, transfer, promotion, and separation processes.
Supervise payroll coordination, attendance, leave, benefits administration, and HR records.
Ensure accurate manpower reporting and HR MIS.
Performance & Talent Management:
Implement performance management systems (KPI/KRA, appraisal cycles).
Identify training needs and support leadership and capability development initiatives.
Health, Safety & Welfare:
Ensure compliance with occupational health & safety, fire safety, and welfare standards.
Coordinate safety committees, drills, inspections, and employee welfare programs.
