Job Context:
∎ Ipas Bangladesh is a partner of a Consortium led by Concern Worldwide to implement a large health programme funded by DFID to increase access to quality essential healthcare for the disadvantaged, including people with disabilities, through innovative approaches and covering around 2 million people in urban and rural areas in the underserved, remote coastal areas in the Khulna and Barishal Division of Bangladesh. The programme duration is three and half years from 2019- 2022.
∎ Ipas Bangladesh is seeking applications from hardworking, sincere and cheerful individuals for the following position for its Essential Healthcare for the Disadvantaged (EHD) in Bangladesh project funded by DFID.
∎ Job Summary:
∎ The Health Systems Senior Advisor-I provides technical leadership and supports to the EHD project for improving quality of care for essential healthcare services in the facilities of the project area in a sustainable way and will provide technical guidance focusing on the areas of sexual reproductive health and adolescent health.
∎ S/he will coordinate the system strengthening issues related to capacity building, quality improvement and monitoring related to components of Essential Health Services by level of facilities specially SRH and MNCH. S/he is responsible for the working with partners, DGHS and DGFP officials, professional bodies, academic institutes, and policy makers for improving health service delivery mechanism in line with present initiatives of Ministry of Health and Family Welfare. S/he will also coordinate initiatives to mobilize local government bodies to improve service qualities of the district and Upazila level health facilities of the project areas. The position shares knowledge on technical innovation, lessons learned, and best practices across regional/country teams, technical staff, partners/consortium members and external to the field.

Job Responsibilities:
∎ Leading initiatives for identification of health system approaches to improve quality of care from Essential Health Services (ESP) in the facilities of project supported areas and develop implementation plan jointly with the team.
∎ Coordinates need assessment, site selection, baseline assessments, pre-training workshop and whole site orientation plans for selected in-country sites
∎ Planning & facilitating implementation of capacity building initiatives including trainings, orientations, skill updates, meetings and workshops on high-quality ESP services specially RMNCH including MR, PAC and FP services.
∎ Test identify and scale-up most effective approaches of skill retention of the service providers.
∎ He/ She oversees management of country trainers and mentors to ensure that they are up to date with clinical evidence and compliant with Ipas standards for provider trainings and post training support
∎ Overseeing the Quality of Care initiatives to ensure that all programs are implemented, providing technical support to ensure that implementation of the essential health care services are aligned to the quality standards and meets clinical compliance as per the organizational and national technical guidelines.
∎ Coordinating with Quality Improvement Secretariat of MOH&FW and facilitate linking QoC initiatives of the project with national initiatives
∎ Developing a scale-able process of effective monitoring, mentoring and follow-up for the quality implementation of Maternal, Newborn, Child and family planning, MR and post-abortion services in project facilities
∎ Providing technical assistance in the research, development of regulations, approval and implementation of regulations, protocols, and guides related to the implementation of the post-abortion care model
∎ Providing/ensuring technical assistance to adolescent friendly health services and build the capacity of facilities on these issues through liaison with DGHS and DGFP
∎ Represents Ipas at regional or national meetings, workshop as requested by unit staff
∎ Shares knowledge on technical innovation, lessons learned, and best practices across regional/country teams, technical staff, partners/consortium members and external to the field.
∎ Drafts donor reports, presentations, and other project reports as required
∎ Prepare reports, meetings, orientation, training events and other program activities to document project progress
∎ Track activities and expenses against country program, or project budget
∎ Represent Ipas at local, regional, or national meetings as requested by unit staff
∎ Perform other duties as assigned by the supervisor
∎ Internal & External Customers / Suppliers as well as Third Parties:
∎ Reports to HS unit lead in reference to workflow, deadlines, reports, and projects
∎ Supervision, monitoring and mentoring of supervisees
∎ Maintains relationships with consortium partners, implementing partners, professional societies, facility mangers an, professional bodies, academic institutes, DGHS & DGFP officials and other governments and local government officials
∎ Works with health system team and other departments of Ipas Bangladesh, regional and global office about reports, planning, policies, and procedures
∎ Coordinate, collaborate and technical support to consortium and its partners

Additional Requirements:
∎ MBBS, master's in public health (MPH)/any relevant post-graduation degree
∎ Experience in Health System Strengthening Initiatives to improve health services in public health facilities Experience in Public Health Program/projects implementation 10+ years' experience
∎ Experience working in a clinical environment
∎ Experience in SRH including family planning program and MNCH program
∎ Experience working in an international NGOs or agencies
∎ Experiences working in hard-to-reach areas in Bangladesh specially in strengthening public health system will be an asset
∎ Management training or experience of program management will be preferred

Salary:
∎ Ipas Bangladesh will offer an annual salary of BDT 2,000,000-2,050,000
