∎ Minimum 5 years of working experience in development organizations, preference will be given for disaster management related experience in disaster prone area of Bangladesh.
∎ Knowledge on anticipatory action and forecast of BMD will be preferred.
∎ Basic knowledge on disaster management system at local level specifically Union Disaster Management Committee and Upazila Disaster Management Committee
∎ Experience in capacity building of the disaster management committee at union, upazila and district level.
∎ Mentality to work at field during the disaster periods specifically in cyclone time.
∎ Good team member and skill team management and coordination skill with the government and other disaster relevant stakeholders.
∎ Good in communication skills specifically presentation and capacity building of the staff
∎ Experience working with government/governance stakeholders at a local level
∎ Willingness to drive motorcycle and local transport in remote areas.
∎ Experience working within the NGO context at a field level.
∎ Proficient knowledge of relevant software: MS Office package (Excel, Access, Word, PowerPoint, Outlook).

∎ Aim of the Organizational Unit: Is responsible for capturing project targets and reporting.
∎ Supervisor: Field Operation Coordinator
∎ Supervises: No direct supervisee.
∎ Job location: Shyamnagar Upazila, Satkhira
∎ The UK Foreign, Commonwealth and Development Office (FCDO) has selected a CARE Bangladesh led consortium to implement the project titled ‘Nature Based Adaptation towards Prosperous and Adept Lives & Livelihoods in Bangladesh (NABAPALLAB/ নবপল্লব)’ in two Ecologically Critical Areas (ECA) – Sundarbans and Hakaluki Haor. The other consortium members are CNRS, Cordaid, C3ER-BRAC University, Dushtha Shasthya Kendra (DSK), Friendship, Humanity & Inclusion (HI), iDE, and Practical Action.
∎ FCDO’s NABAPALLAB aims to engage biodiversity and natural resource-dependent communities to strengthen the climate resilience of the ECAs, conserve biodiversity, and at the same time, diversify and improve people's livelihood through innovative nature-based (NBS) and locally led adaptation solutions in the districts of Bagerhat, Satkhira and Khulna in the Sundarbans ECA, and Maulvibazar and Sylhet in Hakaluki Haor.
∎ Cordaid (www.cordiad.org) is a Netherlands based INGO working in Bangladesh since 1972 and throughout the years, Cordaid promoted a climate smart food system for vulnerable communities in the southwest coastal region of Bangladesh. In the NABAPALLAB project, Cordaid will implement the livelihoods and weather information services related interventions in Satkhira district under the Sundarbans ECA areas.
∎ The Senior Technical Officer (Early Warning and Information Management) will report to Field Operation Coordinator of Cordaid, Bangladesh and the overall responsibilities to establish weather information services to protect assets in Satkhira district in coordination with the Disaster Management Committee, Bangladesh Meteorological Department (BMD), Government line Department, Local Government, District and upazila administration, etc. He/she will be also responsible to manage the data of the project activities on behalf of Cordaid field office.
∎ Organize union, upazila and district level inception / workshop and consultation meeting to orient the project activities and strategy.
∎ Support in Formation/reformation, activation and capacity building of Community Based Organizations (CBOs).
∎ Facilitate the community supervisors to sensitize and mobilize CBOs to create a culture of disaster preparedness at community level through meetings, training and workshops.
∎ Strengthening the capacity of Disaster Management Committee (DMC) and Shelter Management Committee (SMCs) for early action and weather information service dissemination to face shock and stress
∎ Enhance the capacity of DMCs, CBOs and local stakeholders to develop risk informed early action plan at local level.
∎ Support local level relevant stakeholders to establish networking and promoting risk informed forecast based early action protocol at local level.
∎ Play active role in the community level on anticipatory action/ early action based on forecast of any cyclone from Bangladesh Meteorological Department (BMD)
∎ Demonstrate community based anticipatory action through community engagement for reducing loss and damage from cyclone or associated hazard.
∎ Closely monitor the achievements against target and ensure quality work.
∎ Disseminate weather based forecast to the target community in coordination with disaster management committee, CBO and government line department.
∎ Establish and improve access to information/data on disaster specific risks and advisory services at Upazila Level
∎ Support PME & Communication team for updating internal databases, documentation, etc.
∎ Develop training materials development on different off farm livelihoods options for the targeted beneficiaries.
∎ Training materials development and training conduction for the capacity building of the Community Supervisor to create awareness the target communities.
∎ Prepare Detailed Implementation Plan (DIP) with team and track the progress against plan in regular basis.
∎ Provide follow up monitoring support to field teams and learn project’s implementation challenges being actively present in field.
∎ Identify improvement opportunities, assist with the revision of work plans and advice for adjustments to meet the project objectives.
∎ Ensure honorarium to Community Supervisor as per contract.
∎ Assist the communication team to collect photographs and video for project documentation.
∎ Prepare the filed monitoring report and livelihoods related progress report in regular basis
∎ Assist the PMEL & communication team to prepare the documentation and capture the learnings.
∎ Maintain the data base of the project related information and dissemination on time.
∎ Ensure open and transparent communication with stakeholder including consortium staff.
∎ Maintain professional relationship with the stakeholders to establish good team harmony.
∎ Working days from Sunday to Thursday with 40 hours per week. This position may require working beyond office hours to attend meetings & other priorities as required by the donor for compliance, annual audit & so on;
∎ As this position is based in the project operation area, at least 70% of the time will be spent on field visits to support the implementation team.
∎ Willingness to ride motorbike for regular field visit.
∎ Any other tasks assigned by the supervisor from time to time.
∎ Follow the different policy of Cordaid such as HR policy, Financial Management Policy, Code of Conduct, Integrity, Sexual harassment policy, etc.
