Job Context:
∎ Under the supervision of Emergency Preparedness and Response Coordinator the Sr. Officer-EPR is responsible to support in effective implementation of emergency preparedness and response interventions across the Rohingya and Host community programme.
∎ Job Location: IRC Ukhiya Office, Cox`s Bazar
∎ Contract Length: 1 year (with possibility of extension)
Job Responsibilities:
∎ Assist in implementation of Emergency Preparedness and Response to ensure organizational strategy and compliance;
∎ Conduct needs assessment, survey to determine the types of emergency related needs that will need to be addressed in disaster preparedness planning;
∎ Maintain close coordination with local level stakeholders including camp level sector focal, site management, CiCs, local governments, disaster management committee and other institutions in order to determine their needs and capabilities in the event of a natural disaster or other emergency;
∎ Support in disaster response or crisis management activities and implementing special needs plans and programs to ensure readiness of emergency response;
∎ Support in organizing emergency/disaster preparedness training and simulation drills and awareness session for the Mobile Medical Teams, field staffs, incentive workers on how to effectively respond to major emergencies and disasters
∎ Monitor context specific hazards and disseminate early warning information
∎ Support the preparation of the communication and awareness material regarding community mobilization on Disaster Risk Reduction along with the Communication team.
∎ Work closely with Supply chain and warehouse team to ensure proper arrangement of emergency medical supplies, ambulance services, critical needs and logistics.
∎ Assess facilities and equipment such as emergency management centers and communications equipment in order to determine their operational and functional capabilities in emergency situations;
∎ Assist in timely update all resource materials associated with humanitarian response plans and coordination with sectors;
∎ Assist and follow up in implementation of sectoral preparedness activities.
∎ Other duties as assigned by the Emergency Preparedness and Response Coordinator.
∎ Work closely with Program, Safety, Security and Access and Field Operation team to respond to future shocks, and to integrate preparedness, risk reduction and early action into all phases of the program;
∎ Implement the facility audit action points of all IRC facility on regular interval and take necessary action considering staff safety, security and wellbeing.
∎ Coordination and Representation
∎ Attend field level coordination meetings related to emergency management in order to learn new information and to develop working relationships with other emergency management specialists;
∎ Support in liaison with relevant stakeholders in pursuing permissions and legal documents for project needs
∎ Support operational functions in their roles in effectively crafting and delivering preparedness and response, particularly on prepositioning, and timely procurement;
∎ Represent IRC at relevant local to national level platforms;
∎ Reporting & Documentation
∎ As required, compile or supply to the writing of assessment and project reports;
∎ Compile and disseminate data, reports, briefings, etc. (IRC’s or other agencies’) relevant to IRC preparedness and response activities in a timely manner;
∎ Contribute to the design and development of program briefing materials;
∎ Assist in generating SITREP;
∎ Support in design communication materials related to emergency preparedness.
∎ Major Challenges/Difficulties of this role:
∎ Coordination with internal and external sectors requiring persistence and patience
∎ Quickly changing role and work environment
Additional Requirements:
∎ Minimum 3 year of experience in implementing emergency preparedness and disaster risk reduction program
∎ Experience of working with UN Agencies or Non-Governmental Organizations
∎ Experience of working in both emergencies and developmental context
∎ Must willing to work in any case of emergency situation
∎ Candidate who can join immediately will have priority
∎ Very good skills MS Word, Excel, Outlook, Power point
∎ Excellent interpersonal to work with different level of program and operation team.
∎ Dedications to humanitarian principles and values
∎ Dedications to and understanding of IRC’s aims, values and principles
∎ Good command in English
∎ People who have knowledge in Chittagogian language will get preference
