Job Context:
∎ With the supervision by Manager-CwC, the ‘Senior IM Officer - Communication with Communities (CwC)’ will be responsible for carrying out data management and reporting to support continuous M&E activities of the CwC Program of Action Against Hunger’s Cox’s Bazar Base in Bangladesh.
∎ Design database, manage information, and prepare factsheets, APR, 4W, SitRep. Contribute in preparing MEAL plan, design and conduct impact assessment studies. Support and contribute to the overall implementation of assessment, monitoring and evaluation activities of the CwC Program. Coordinate with Action Against Hunger Cox’s Bazar Base’s MEAL Team to ensure smooth information flow from CwC Program to Mission office/HQ/Donors.
∎ In order to accomplish the above, s/he will need to be proactive, quick learner and form & maintain a thorough understanding of Action Against Hunger’s history, values, culture, policies and long-term programming strategies. This is a field level executive position in Action Against Hunger’s Cox’s Bazar base office.

Job Responsibilities:
∎ Objective 1: To implement CwC project related assessments, monitoring, evaluation, accountability and learning.
∎ Assist line manager in implementation of MEAL Plan in line with strategy.
∎ Under guidance of line manager, lead and assist in field data collection for strategic indicators.
∎ Support data entry and analysis as required.
∎ Assist line manager in routine/emergency needs assessments/ surveys.
∎ Regularly monitor & visits program sites/activities to ensure that standard procedures have been followed.
∎ Provide facilitation support to external consultants in the field as required.
∎ Under guidance of line manager, contribute in effective implementation of accountability, feedback and complaints response mechanisms in program activities.
∎ Assist line manager in conducting and documenting lesson learnt exercises.
∎ Assist line manager in project baseline, midline, end line, Pre and Post KAP surveys.
∎ Assist line manager in organizing capacity-building events for CwC Program staffs on program quality, accountability, M&E at field level.
∎ Develop and manage case studies on different programs for capitalization in collaboration with CwC program team.
∎ Under guidance of line manager, support external evaluations as required.
∎ Objective 2: Maintain comprehensive data management
∎ Assist line manager in submitting all project-related internal, external and requested reports and updates on time.
∎ Under guidance of line manager, systematize information flow of CwC at mission level.
∎ Under guidance of line manager, develop information management strategy in cooperation with ACF MEAL Team.
∎ Contribute in establishing a Common Operational Dataset (COD) for CwC aligning MEAL and other departments.
∎ Under guidance of line manager, prepare tools and contribute in developing CwC data validation method.
∎ Liaise with the IM of CwCWG to support and implement the IM annual plan development.
∎ Ensure capacity building of CwC staff on data collection.
∎ Support line manager in all functions as required.
∎ Archive and analyze qualitative and quantitative data collected by the CwC program team.
∎ Prepare interactive maps using GIS format.
∎ Objective 3: Reporting
∎ Report the progress of the activities and assessments to line manager.
∎ Assist line manager in compiling reports when necessary.
∎ Prepare weekly reports of all activities related to assessment and data collection of the CwC program.
∎ Report findings from field visit, debriefing and feedback to line manager on a regular basis.
∎ Prepare APR, APR Narrative, 4W, SitRep, etc. of the CwC program.
∎ Prepare Factsheets under close guidance of the Communication & Advocacy unit of the Cox’s Bazar Base.
∎ Objective 4: Others
∎ Support in the development of standardized tools to collect and analyze CwC program data.
∎ Support any other M&E and Technical activities (KAP surveys, mass information campaigns, etc.) of the CwC Program.
∎ Support CwC data entry efforts as required.
∎ Be committed to participate to any other activities in order to achieve the CwC project goals.
∎ This job description is not exhaustive and may be changed or amended by the line manager depending on the program needs.
∎ Objective 5: Proactively support ACFs commitments to gender equality, child protection and disability sensitivity
∎ Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary.
∎ Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries.
∎ Ensure the incorporation of gender equity principles in all policies and activities.
∎ Encourage the participation of all genders in meeting and on committees.
∎ Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.
∎ Understand the basics tenants of ACFs Gender Minimum Standards & Child Protection Policies.

Additional Requirements:
∎ 2-3 years’ of related previous professional experience.
∎ Experience in the field of M&E and information management.
∎ Previous experience following KAP methodology would be an asset.
∎ Desirable: knowledge in any of the following field: Community sensitization, Communication with Communities, Community mobilization.
∎ Able to work in both Bangla and English (spoken and written).
∎ Have previous experience in managing data collected through Android device.
∎ Capable of communicating and interacting with refugees and vulnerable population.
∎ Good organizational skills.
∎ Previous experience in working with NGO.

Salary: Tk. 71000 (Monthly)

Compensation & Other Benefits:
∎ Festival Bonus: 1 month Gross salary every year;
∎ Provident Fund: 7.5% of Basic Salary;
∎ Performance Bonus: from 30 % to 80% of monthly Gross salary per year depending on performance;
∎ End of Contract Benefits: up to 2 months' Gross salary;
∎ Medical coverage: 80% hospitalization coverage medical expenses (max limit BDT 120,000 per year);
∎ 18 days of paid annual leaves per year.
