Additional Requirements:
  • Minimum 5-7 years of progressive experience in donor fund accounting within international humanitarian or development organizations.

  • Minimum 5-7 years of experience in foreign donation budgeting, donor reporting, and compliance requirements.

  • Working knowledge of donor regulations (EU/ECHO, BMZ, GFFO, UN, USAID, GAC, and other major foundations).

  • Mandatory knowledge of VAT and Tax regulations in Bangladesh, including reporting and compliance requirements.

  • Experience supporting budget preparation, donor reporting, and compliance management.

  • Strong accounting skills, including management of ledgers, payroll, payables, and balance sheets.

  • Proficiency in MS Office (Excel) and familiarity with cloud-based financial applications.

  • Strong organizational and intercultural communication skills, with the ability to support partners in financial management.

  • Ability to interpret donor requirements and assist in practical implementation.

  • Inclusive team player with proven discretion, integrity, and ability to work under pressure.

  • Fluency in English and Bangla required.

Expert Finance, Bangladesh

Welthungerhilfe is seeking an
Expert Finance to join our Bangladesh Country Office. This position plays a vital role in supporting financial and administrative processes across projects and partner organizations, ensuring they are efficient, auditable, and compliant with Welthungerhilfe and donor standards.

The Expert Finance will assist the Head of Finance in guiding partner organizations, maintaining contractual obligations, and strengthening financial systems. The role focuses on supporting donor reporting, enhancing internal controls, and building staff and partner capacity. It also involves promoting automation for efficiency and data accuracy, while contributing to risk management and safeguarding donor trust.

Your Responsibilities

Financial Oversight & Compliance

  • Support the Head of Finance and Expert Finance (Level III) in ensuring financial processes are auditable, efficient, and aligned with WHH standards.

  • Verify expenditures and supporting documentation to guarantee eligibility of expenses under NGOAB, donor, and WHH regulations.

  • Assist in maintaining systems for financial documentation and compliance checks.

Partner Support & Capacity Building

  • Provide guidance to partner organizations on basic donor compliance and financial management.

  • Support training and capacity-building initiatives for programme teams and partners to strengthen financial accountability.

Risk Management & Audit Support

  • Assist in monitoring and reporting on emerging financial risks related to co-funding.

  • Support coordination of internal and external audits, ensuring timely responses and follow-up on recommendations.

  • Contribute to financial reviews and due diligence exercises.

Budgeting & Reporting

  • Assist in preparing donor financial reports and project budgets.

  • Provide input for donor and co-financer engagement on financial modalities.

Innovation & Efficiency

  • Support the promotion of automation and digital tools to improve efficiency and data accuracy.

  • Contribute to the continuous improvement of financial systems and processes.

  • Continuous Improvement: Contribute to the ongoing enhancement of financial systems and processes, ensuring efficiency, transparency, and compliance.

  • Verified Expenditure Records: Accurate documentation of expenditures and supporting materials, ensuring compliance with NGOAB, donor, and WHH regulations.

  • Donor Financial Reports: Timely and accurate financial reports prepared in collaboration with senior finance staff.

  • Project Budgets: Contributions to realistic, donor-aligned budgets for ongoing and planned projects.

  • Audit Support: Assistance in coordinating audits, maintaining documentation, and tracking implementation of recommendations.

  • Risk Monitoring Notes: Regular updates on financial risks identified and reported to senior finance staff.

  • Capacity Building Outputs: Training sessions and guidance materials delivered to programme teams and partners.

  • Digital Tools Adoption: Support in implementing automation and digital solutions for efficiency and accuracy.

  • Organizational Learning Records: Documented lessons learned from projects and partners, supporting evidence-based improvements.
