  • Experience with qualitative and quantitative research methods.

  • Excellent communication and interpersonal skills, with the ability to work effectively with diverse teams and stakeholders.

  • Strong organizational skills, with the ability to manage multiple tasks and meet deadlines.

  • Demonstrates systems thinking and a learning attitude, integrating cross-sectoral insights into MEAL practices.

  • Fluency in English and Bangla, both written and spoken.

  • Willingness to travel to project sites as required.

Expert MEAL, Bangladesh

Welthungerhilfe is seeking an
Expert MEAL (Monitoring, Evaluation, Accountability, and Learning) to join our Bangladesh Country Office. This position is critical to ensuring the quality, effectiveness, and accountability of our projects by leading the implementation of a robust MEAL system.
The Expert MEAL will support the MEAL Coordinator and programme teams in strengthening monitoring frameworks, conducting evaluations, promoting accountability mechanisms, and fostering a culture of learning. The role focuses on building partner capacity, ensuring evidence-based decision-making, and embedding systems into MEAL practices to enhance programme impact and sustainability.

Your responsibilities

Monitoring

  • Lead the development and operationalization of MEAL frameworks and calendars, including the design of indicators and data collection methods.

  • Conduct regular field visits and joint monitoring missions to assess project progress against log frames and impact matrices.

  • Ensure partners collect, analyze, and report timely and accurate indicator/results data in collaboration with the MEAL Coordinator.

  • Maintain, validate, and update beneficiary databases and other monitoring data systems.

Evaluation

  • Design and oversee project evaluations, including baseline, midline, outcome harvesting, and end-line assessments.

  • Collaborate with project teams to define key evaluation questions and methodologies.

  • Analyze and validate evaluation findings, highlighting conclusions and recommendations.

  • Disseminate evaluation results to stakeholders to inform programme adjustments and strategic decisions.

Accountability

  • Develop and implement accountability and Feedback & Complaint Response Mechanisms (FCRM) to ensure transparency and responsiveness to beneficiaries.

  • Integrate accountability standards across all project activities.

  • Support partners in collecting and analyzing beneficiary feedback through surveys, hotlines, suggestion boxes, and focus group discussions.

  • Ensure feedback is documented, addressed, and communicated back to communities and stakeholders.

Learning & Reflection

  • Facilitate learning and reflection sessions with project teams to identify and document lessons learned.

  • Consolidate best practices and challenges from multiple data sources for organizational learning.

  • Promote a culture of continuous learning and improvement within WHH and partner organizations.

Partner Capacity Strengthening

  • Assess MEAL capacity of project partners and identify areas for improvement.

  • Provide technical support and training on MEAL tools, methodologies, and best practices.

  • Support partners in developing and implementing their own MEAL systems.

  • Monitor and evaluate the effectiveness of capacity-building efforts and provide feedback for enhancement.

Systems Thinking & Learning Attitude

  • Apply a systems-thinking approach by recognizing linkages between thematic priority areas, sectors, and reflecting these in MEAL analysis and learning activities.

  • Demonstrate a positive learning attitude by seeking feedback, reflecting on monitoring and evaluation findings, and supporting project adjustments.

  • Contribute to organizational learning by documenting lessons from projects, partners, and community experiences, and supporting evidence-based improvements.

Deliverables

  • MEAL Frameworks: Operational MEAL systems with clear indicators, tools, and calendars.

  • Monitoring Reports: Regular, accurate, and timely reports on project progress and beneficiary data.

  • Evaluation Outputs: Comprehensive evaluation reports with actionable recommendations.

  • Accountability Mechanisms: Functional FCRM systems with documented feedback and responses.

  • Learning Records: Documented lessons learned and best practices shared internally and externally.

  • Partner Capacity Building: Training sessions and technical support delivered to strengthen partner MEAL systems.

  • Systems Thinking Integration: Evidence of MEAL analysis reflecting cross-sectoral linkages and organizational learning.
