  • Willingness to travel and stay in remote areas as required.

  • Strong verbal and written communication skills for engaging trainees, delivering clear instructions, preparing and contextualize the training modules, materials and reports.

  • Ability to work collaboratively in a team, strong interpersonal skills, and excellent organizational abilities to manage training sessions effectively.

  • Potentially keep the training documents and sharing the documents with MEAL, Finance and Program Department as requirement.

  • Oral and written fluency in (English, Bangla) and prefer to understand Rohingya local language

Job Context

The Livelihood Officer will play a pivotal role in providing technical support to project activities on facilitating sustainable livelihoods interventions in Host Community and Rohingya Community.

Position Description:

Under the direct supervision of Project Manager, the Livelihood Officer is responsible for supporting the professional and efficient implementation of field level livelihoods & Community Engagement activities, capacity building of Business Associations and Income Generating inspiration with the program participants. The Trainer (Livelihood) will maintain close cooperation with the targeted local communities, project team, camp focal, LSDS sector and local authorities and line departments, mobilize to take active part in the planning and implementation of activities.

Project Background

RW Welfare Society (RWWS), in partnership with UN Women, is implementing a women-focused livelihood and leadership development project aimed at enhancing socio-economic recovery and resilience among Rohingya and host community women. The project focuses on equipping women and young women with practical livelihood skills, leadership capacities, and entrepreneurial knowledge to enable dignified, sustainable income generation and active participation in community and economic decision-making.

Many women in the Host and Rohingya communities have a strong interest and potential to engage in pastry and bakery-related income-generating activities, but they face barriers such as a lack of technical skills, limited access to structured training, and financial constraints. Through structured pre-vocational and vocational training, RWWS seeks to address these gaps by providing hands-on, market-relevant bakery and pastry training aligned with national competency standards.

Job Responsibilities

  • The main responsibility of this position is to function in the targeted communities for delivering livelihoods and empowerment services. The Livelihood Officer will assist the beneficiary and identify the type of assistance he/she may require.

  • Coordinating, leading, and conducting rapid sectorial needs and market assessments in the field.

  • Assist in developing training materials of vocational and pre-vocation training of Industrial Sewing, Handicraft, Pastry & Bakery, Digital literacy, Mobile Repairing e.g and other educational materials as necessary based on the project design and objectives.

  • Facilitating and Co-facilitate Livelihood’s capacity building training including conduct training of trainers according to curriculum methodology and training schedule as agree with the RWWS’ Livelihood team.

  • Deliver vocational and pre-vocational training with NSDA-approved modules for Host Community and the ISCE (Improving Skill and Economic Opportunity in Cox’s Bazar) developed module for Rohingya participants. And, deliver pre-vocational and vocation training and appropriate government-endorsed modules from relevant departments such as the Department of Women Affairs, Department of Youth Development, or the LSDS (Livelihoods and Skills Development Sector) under the ISCG.

  • Regularly monitor field activities and provide timely inputs and feedback to the trainer, Livelihood program

  • Assess the potential of the community to establish a community-based support system for vulnerable cases.

  • Data collection by using needs assessment, identification of beneficiaries, and data collection to be done either via paper forms.

  • Ensures liaison with communities, maintaining and engaging consistently with beneficiaries and other relevant stakeholders in the field.

  • Responsible for logistical implementation of livelihoods goods, including distribution of goods to the distribution point.

  • Maintain the livelihood trainings track record with MEAL, Finance and Program Department for ensuring the project compliance.

  • Conduct training, awareness sessions, and any other activities in the field as part of the implementation plan.

  • Produce basic reports on distributions, activity, success stories, and case studies with beneficiaries.

  • Closely liaise with other officers and MPWC to seek synergies and ensure holistic program implementation and act as backup for another officer in his/her absence.

  • Be able to explain the different types of assistance delivered by RW Welfare Society to the relevant RW Welfare Society staff and other stakeholders.

  • Carry out any other duties assigned by the Project Manager and RW Welfare Society Management

Monitoring, Evaluation, and Reporting

  • Support baseline assessments, pre- and post-tests, mid-term and final evaluations, and follow-up interviews.

  • Maintain accurate training records, attendance sheets, and progress tracking tools.

  • Reflect on monitoring data and participant feedback to continuously improve training quality.

  • Provide technical inputs to Livelihood Assistants and project staff for effective training implementation.

Safeguarding and Compliance

  • Uphold RWWS policies on Safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), Code of Conduct, and Participant Protection.

  • Promote a safe, respectful, and inclusive learning environment for all participants.
