Administration Officer, Bangladesh
Welthungerhilfe is seeking an Administration Officer (Office Management/Liaison/IT/HR) to join our Bangladesh Country Office. This position is responsible for ensuring efficient administration, IT support, government liaison, HR assistance, petty cash handling, and revenue compliance.
The Administration Officer will oversee office facilities management, contract oversight, logistics and fleet coordination, IT infrastructure support, and direct supervision of support staff. The role also acts as a key liaison with government authorities, partners, and the Cox’s Bazar Field Office to ensure smooth operational delivery and compliance with organizational and NGOAB standards.
Your Responsibilities
Office Management
Manage office facilities including rental, utilities, maintenance, and housekeeping.
Oversee contracts and lease agreements, ensuring timely payments and compliance.
Ensure availability of office supplies and consumables with quarterly planning and accurate inventory records.
Coordinate logistics support for meetings, workshops, and events; assist expert supply chain.
Supervise repair, maintenance, and renovation projects.
Arrange vehicle support and staff travel logistics.
Oversee office store management with proper documentation and dispatch records.
Handle petty cash transactions including disbursements, reconciliations, and reporting.
Ensure VAT and Tax compliance in vendor payments and operational expenses.
Ensure office security and supervise support staff.
Information Technology (IT) Support
Provide IT support for Dhaka staff under guidance from Regional IT.
Maintain hardware, software, and internet facilities with timely service.
Ensure IT infrastructure is suitable for Dhaka and Cox’s Bazar operations.
Maintain IT asset records in line with Welthungerhilfe standards.
Government Liaison & Compliance
Act as focal point with NGO Affairs Bureau (NGOAB) and relevant government agencies.
Prepare and submit FD forms in line with NGOAB guidelines.
Maintain communication with government offices for approvals and renewals.
Support donor compliance and audit readiness for statutory and donor requirements.
Ensure adherence to WHH safeguarding policies and code of conduct.
Human Resources
Assist Head of Finance & HR with recruitment and onboarding of staff and consultants.
Draft job advertisements, job descriptions, contracts, and service agreements.
Assist Head of Finance & HR in organising regular capacity development initiatives.
Manage Tier 1 HR administration (files, payroll, leave coordination).
Supervise Office Assistant, Cleaner, and Driver with clear accountability.
Petty Cash Management
Handle petty cash transactions including disbursements, reconciliations, and reporting.
Maintain accurate petty cash records aligned with WHH financial policies.
Ensure transparency, accountability, and audit readiness in petty cash handling.
Support operational expenses through timely petty cash disbursement.
Systems Thinking & Learning Attitude
Demonstrates awareness of linkages between administration, finance, HR, IT, and liaison functions, ensuring integrated and efficient office operations.
Contributes to the ongoing enhancement of administrative systems and processes, ensuring efficiency, transparency, and compliance.
