Skills Required:

Additional Requirements:
  • Minimum 7 years of experience in WASH and Construction sector;

  • Have capacity to develop training module, session plans and schedule and to contribute project design and review;

  • Skilled in motorcycle driving with valid driving license is priority;

  • High level of IT skill especially in operating Auto CAD, Microsoft Word, Microsoft Excel, Power Point and internet communication;

  • Capacity to construction design, estimate and BQ;

  • Knowledge in PPR will be preferred.

  • Initiate, guide, facilitate and support the implementation of projects under the WASH portfolio to ensure quality outputs.

  • Mobilize community for WASH facilities development for healthy society build up.

  • Ensure the health and safety policy of is adhered to during construction and support project teams on this matter.

  • Act as contact person for all technical aspects, water quality issues, and technical monitoring of the projects.

  • Identify and support the implementation of context-specific WASH technologies for the assigned area.

  • Assess the performance of different water and sanitation technologies and pilot initiatives.

  • Document learning from various initiatives and disseminate the same to respective teams.

  • Support the team in planning, reviewing programme/ project plan and budget.

  • Develop relevant operational and technical guidelines and modules for WASH interventions for the front-line staff, community leaders and other stakeholders.

  • Develop the capacity of partners’ engineers and other relevant personnel on operation and maintenance.

  • Support to ensure smooth and effective implementation of the projects.

  • Prepare field visit/ follow-up report and share it with the relevant partners and supervisor.

  • Contribute to the preparation of periodic project reports and documents as per internal requirements, donors and other stakeholders.

  • Support and Coordinate with other teams to ensure providing necessary support to the partner and community organizations on their needs and analysis/study report. Able to work under pressure and meet deadlines.

  • Clear knowledge on gender norms and sensitiveness.

Responsibilities & Context:

Job Context:

Nazrul Smriti Sangsad (NSS) is a non-government humanitarian organization working since 2000 for the advancement of poor and marginalized men, women, children, youth, excluded communities, and persons with disabilities. It is a non-profit, non-political, child- and gender-sensitive organization. NSS is now implementing a project titled “Partnerships for Improved Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH) in Coastal Bangladesh”, funded by Margaret A. Cargill Philanthropies (MACP) and supported by Concern Worldwide at Amtali and Taltoli upazilas of Barguna district from January 2023 to December 2026.

NSS is seeking a competent WASH Officer with experience in implementing Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) project. The WASH Officer will be responsible for the daily oversight of WASH-related project activities, including community awareness and hygiene promotion sessions, as well as the repair, renovation, and installation of WASH facilities at different service delivery points in line with the project design. The position will also support the Project Coordinator and other team members in the day-to-day implementation of project activities. Additionally, the WASH Officer will coordinate with a wide range of stakeholders, including relevant government departments, Upazila Administration, Local Government Institutions (LGIs), civil society organizations, and district- and divisional-level government officials, as required.

Job Responsibilities:

  • He/ She well manage and implement project activities in program areas for community wash behaviour improvement especially in software application. This position will also ensure the project wash achievement related to program through assessment, development and mobilize community to develop their WASH facilities.

  • The WASH Officer shall assist PC and other in planning, implementing project activities to achieve the project Objectives and Goal.

  • Support the project team in successfully implementing all project activities following the project agreement and agreed work plan.

  • Organize WASH related training, orientation field level session for implementation of project activities to achieve the objectives of the project.

  • Conduct needs assessment of the community people and take initiative to improve the capacity of gaps considering the planning matrix.

  • Identify WASH facilities and initiative repair/renovation as per project design Monitor the progress of the project regularly basis with at least 80% time in field visit and supervise the subordinate colleagues in supportive roles.

  • Maintain communication and liaison with Government’s respective line departments and other NGOs (including INGO).

  • Develop capacity of target audiences including group members, civil society actors, relevant government officials, service providers, project staff etc.

  • Maintain relationship with Community Clinics, FWCs , Union Health Centers, Upazila Health Complex representatives to strengthen health service for community people.

  • Collect, update and process information related to impact monitoring of child well-being related impact indicators.

  • Ensure supportive supervision to the Union Supervisor, Field Facilitators based on work plan and program schedule.

  • Assist PC to develop IEC materials, training modules, session plans, schedules, leaflets, brochures, factsheets, posters, booklets, flip charts and audio-visual documents.

  • Build strong relationships with Upazila level Government Health and Family Planning Officials, Local Government representatives, and CSO and other outlets so that our stakeholders efforts receive the best coverage for advancing their goals.

  • Participate in the district and upazila level GO-NGO, coordination meetings and Hospital Management Committee meetings.

  • Prepare monthly report and documentation on different activities and accumulate all data for ensuring quality and authenticity.

  • Assist PC and other team members to prepare monthly, quarterly and annual reports as required by the project and share them with donor as well as other stakeholders for review and feedback to improve the areas.

  • Always get ready to facilitate the progress of the project with internal and external visitors.

  • Monitor the field level construction work and prepare progress report.
