Job Context:
∎ The position will be responsible for implementing the Country Office feedback and complaints system. She/he will ensure client feedback and complaints processes are embedded in all phases of programs and projects in compliance with IRC global initiatives and commitments. The Senior Officer- Accountability will provide hands-on support in designing and selection of feedback channels, prepare and implement proactive and reactive feedback plans and ensure incorporation of client feedback in programs.

Job Responsibilities:
∎ A. System Design & Planning:
∎ The Senior Officer-Accountability will support all aspects of designing, planning, and implementing the Country Program client accountability mechanism in line with IRC guidelines and commitments. This will include support to develop standard operating procedures and processes in accordance with global commitments and standards.
∎ The Senior Officer Accountability will lead on training implementing staff in accountability principles and practices and support staff to ensure uptake of agreed guidelines.
∎ In consultation with the MEAL Manager and MEAL officers, She/he will coordinate and liaise with implementation staff to ensure compliance with the Country Office client accountability mechanisms
∎ Lead on assessments including designing and selection of feedback channels.
∎ In consultation with the MEAL Coordinator, provide technical support to programs and projects at all stages on client accountability.
∎ Develop plans for implementing agreed client accountability mechanisms.
∎ In consultation with the MEAL Coordinator, regularly review and update client accountability mechanisms.
∎ In consultation with the MEAL Coordinator, develop budgets and coordinate with program management to allocate adequate resources to support implementation of client accountability.
∎ B. Documentation & Reporting:
∎ Collate client feedback data across the Country Program, analyze, identify and address information gaps.
∎ In collaboration with the MEAL Manager and MEAL officers maintain feedback registries.
∎ In collaboration with the MEAL Manager and MEAL officers, develop monthly, quarterly and annual feedback reports for programs and projects.
∎ Regularly update, analyze and interpret client feedback data to support decision making.
∎ Ensure client feedback data is available on IRC's data platforms.
∎ In close collaboration with the MEAL Coordinator, lead documentation and sharing of knowledge and emerging practices from accountability mechanisms internally and externally.
∎ In collaboration with the MEAL Manager and MEAL officers, support regular analysis of program and project performance on client accountability standards.
∎ C. Staff Capacity Building:
∎ Train program staff on client accountability guidelines.
∎ Provide coaching and mentoring to staff to ensure consistent and accurate utilization of client accountability mechanisms.
Additional Requirements:
∎ Minimum of 3 years' experience in Monitoring, Evaluation, Accountability and Learning
∎ At least 3 years' experience working on large scale, complex, multi-sector programs in both emergency and/ fragile contexts and implementing accountability systems for a range of different donors
∎ Experience developing analytical reports
∎ Experience conducting assessments using participatory methodologies
∎ Excellent database, data management and data analysis skills, with experience using at least two software applications such as Microsoft Excel, Access, SPSS, STATA, Epi-data, Epi-Info
∎ Possesses Advanced Excel skills (e.g. pivot tables, functions, etc.)
∎ Ability to compile and holistically analyze diverse datasets.
∎ Excellent written and oral presentation skills.
∎ Excellent coordination skills
∎ Strong commitment to IRC's mission, purpose and values
∎ Demonstrated ability to train and build capacity of others
∎ Comprehensive knowledge of humanitarian accountability principles and their translation into practice
∎ Strong planning, organizational and interpersonal skills
∎ Excellent analytical, presentation, and reporting skills
