Job Context:
∎ Social and Economic Enhancement Programme - SEEP is a private voluntary development organization with a vision to create a society for children which is free of exploitation, discrimination and violence and supports growth to their highest potential. Established in 1985 with its head office in Dhaka and has the mandate to protect the children from all sorts of hazardous condition including disaster and emergencies across Bangladesh.
∎ SEEP works in emergency response and humanitarian context and has been implementing a project titled "Emergency Support to Fire/Flood Affected Families in Ukhia, Cox`s Bazar" with technical support from Welfhungerhilfe (WHH) Bangladesh, to support to the Rohingya and host community to cope with shocks and stress`.
∎ The Project Officer is responsible for the operation and implementation of "Emergency Support to Fire/Flood Affected Families in Ukhia, Cox`s Bazar" project produces documentation, and coordinates and disseminates information in support of the project. He will manage / coordinate the training, placement and see to their employment.
∎ Duration 6 months
∎ Contract Length: Contractual. Until 31 July 2022.

Job Responsibilities:
∎ Programme Management
∎ Develop terms of reference and coordinate evaluation of emergency responses
∎ Develop, in close collaboration with the Emergency Response Team (ERT) in respective organization, a monitoring matrix to see the progress of activities and recommend revisions and adjustments to project activities in order to achieve the desired results
∎ Carry out physical monitoring and support visits to allocated emergency responses as needed
∎ Responsible for overall implementation, monitoring and supervision of the project at Cox's Bazar
∎ Facilitate meeting, training, workshop and seminar etc.
∎ Perform any other duties as assigned by the appropriate authority.
∎ Administration and Finance
∎ Support, in close collaboration with the ERT, SEEP Head Office, other national and international organizations, local government authorities working at the area for the respective emergencies
∎ Monitor the utilization of funds as per the agreed budget plans and propose any needed revisions
∎ Support the development of clear terms of reference for project financial audits and ensure that they are carried out by project partners
∎ Prepare work plan budgeting, procurement and file management.
∎ Using available resources and applications retrieves and aggregates project information in support of the project's reporting requirements.
∎ Generates and provides information as requested, often on an urgent basis, for both internal and external audiences.
∎ Communication and reporting
∎ Coordinate and prepare timely reports (narrative, financial and communication aspects) from allocated response projects in order to facilitate internal and external reporting including monthly, quarterly and project ending reports, best practices, lesson learned, case stories, event reports, legal documents etc.
∎ Ensure, in collaboration with ERTs, that communication products such as human-interest stories, pictures, videos, publications are produced and shared in a timely manner
∎ Lead the team in planning, beneficiary selection, survey and beneficiary list endorsement.
∎ Prepare distribution plan, muster roll, select beneficiary card and orientation on its staff and volunteers.
∎ Conduct post distribution monitoring (PDM) and prepare Data base of survey and post distribution monitoring (PDM)
∎ Awareness building on personal hygiene, disaster preparedness of the community through session.
∎ Facilitate visits of communication professionals to facilitate information gathering
∎ External Coordination
∎ When needed, attend state-level cluster meetings with a focus on SEEP's sectors of intervention
∎ Work and submit all required information and reports to the clusters and other forums (4/5Ws, ad-hoc, etc.)
∎ Coordination meetings with other actors for establishing and maintaining referral pathway.
∎ Support the relation with SEEP's donors and new potential donors to maintain and increase the emergency portfolio in Cox's Bazar.
∎ Support donors' visits to project implementation sites by liaising with the Head- Climate Change & Humanitarian Response and the Deputy Executive Director.
∎ Review donor priorities and evidence from on-going grants (results, objectives and impacts)
∎ Capacity development
∎ Coach/support on the capacity development of the staff and volunteers in allocated emergencies responses
∎ Identify needs for expert/ advisory visits to allocated countries in order to support the partners in project implementation in the identified technical areas
∎ Together with the Health, Safety & Security team monitor risks and set up appropriate measures and procedures in allocated countries
∎ Safeguarding
∎ Adhere to Safeguarding policies and related policies and standards
∎ Identify, report and document cases of safeguarding
∎ Be aware of SEEP's commitments to Gender and Diversity, child right policy, PSEA and all other policies and strive to uphold them
∎ Be committed to promote SEEP's core values at all times
∎ Ensure program staff under her/his supervision understands individual and collective responsibilities for safety, security, and protection.
∎ Liaise with the Security Officer to ensure compliance with SEEP's Security Guidelines and their effective application in the local context.
∎ Monitor the operational environment with respect to increased level of threat.
∎ Liaise with the safeguarding designate focal person on any emerging safeguarding issues.
∎ Plan, integrate and implement safeguarding activities.
∎ Follow up all cases of abuse as well as timely response and resolution of the cases of abuse.
∎ Any other duties that may be assigned from time to time in the interest of the organization.

Additional Requirements:
∎ Atleast three (3) years of experience in relevant field.
∎ Experience of working in Rohingya camp will be preferred.
∎ Project M&E support and compile/review quality donor reports.
∎ Proficiency in English and Bangla speaking and writing. Expertise on local language of Cox's Bazar will add additional value.
