Job Context:
∎ The expected impact of Reinforcing Rural Resilience through a stronger National Society Programme supported by Swiss Red Cross, is rural communities are enabled and accompanied to become more resilient through the support of a stronger national society. In Bangladesh, Primary Health Care services are `governed` by different directorates (DGHS, DGFP) within the Ministry of Health and Family Welfare (MOHFW), managed and implemented through different public facilities, public-private partnerships as well as NGOs. The project will specifically support OPs that focus on actual delivery of the primary health care services at the Upazila level and below, i.e., at community level, include Maternal, Neonatal, Child and Adolescent Health (MNCAH); Essential Services Delivery (ESD); Community Based Health Care.
∎ Currently Bangladesh Red Crescent Society is looking for suitable Bangladeshi candidate for the following position:
∎ Project Name : BDRCS-SRC Partnership Project -"Reinforcing Rural Resilience through a stronger National Society".
∎ Duration of contract : 1 year (with possibility of extension subject to satisfactory performance and availability of fund)
∎ Duty station : Gaibandha Project Office with extensive field visit in project areas of Gaibandha and Kurigram.
∎ Reportable To : Project Manager
∎ Job Purpose : The Project Officer -Health (POH) will be working closely with the facilities in the primary health care domain, namely the community clinics at the village level and the Union Health Centre at the union level, so that they are capable and can sustainably provide all the essential services with quality of care. S/he will play a mentorship and supervisory role so that the available services of these rural health outposts are ensured, influence/motivate health and family planning department to work together for optimal utilization of resources. Besides this, s/he will provide all sorts of technical support towards strengthening the health service system.
∎ Under the direct supervision of BDRCS Project Manager, the Project Officer -Health will be responsible for implementation, improvement, expansion and consolidation of the SRC funded project. The position will work also closely with project management team of BDRCS and SRC and maintain strong coordination with all stakeholders, LGIs, INGOs, UN agencies, etc.

Job Responsibilities:
∎ Project Implementation and Progress Monitoring:
∎ Ensure continuous monitoring, quality and timely implementation of all activities.
∎ Plan and carry out the program with team members, volunteers and field staffs, the tasks to improve health, nutrition and sanitation support for char communities.
∎ Ensuring all interventions are implemented, monitored and reported correctly to all key stakeholders.
∎ Support the operational and financial management of the health component in the char communities, ensuring the specific project deliverables are met.
∎ Ensuring effective utilization of project budgets keeping the overall goal and objectives of the program.
∎ Develop an internal appraisal system and utilize the same for regular performance appraisal.
∎ Regularly visit the project areas, plan and monitor activities during implementation, expansion & consolidation phases of the entire length of the project.
∎ Conduct regular awareness campaigns, clean up campaigns across sectors and communities involved in the health and environment project.
∎ Create a positive environment among the team members so that the multidimensional team can demonstrate their full potential.
∎ Coordination:
∎ Closely coordinate with all stakeholders and service providers to ensure complementarity and synergy of services.
∎ Maintain close coordination with SRC and BDRCS counterparts/teams.
∎ Coordinate with LGI representatives, and contribute in coordination meetings
∎ Coordinate, supervise and mentor all health, nutrition and sanitation activities in the char communities and build sustainable linkages with all stakeholders including government agencies.
∎ Liaise with LGI bodies, UN and I/NGOs & community groups.
∎ Reporting and Documentation:
∎ Prepare good quality reports and evidence-based documentation of project activities.
∎ Develop IEC Materials, case studies with evidence and success stories.
∎ Collect, collate and analyze data to ensure progress reports every month.
∎ Support the program team, volunteers and mobilizers to effectively assess, design, monitor and report on project activities regularly.
∎ Document success stories and case studies for sharing with BDRCS/SRC/IFRC and other relevant stakeholders.
∎ Teamwork:
∎ Work closely with the program team members and colleagues related to health-nutrition and sanitation.
∎ Assist the project team in ensuring and following the community engagement and accountability process and protection, gender and inclusion while implementing any activity.
∎ Work closely with SRC for assessment, project planning, implementation, supportive supervision, monitoring and reporting processes.
∎ Leadership and Capacity Development:
∎ Supervise volunteers, midwives, and nurses for quality implementation of project activities.
∎ Provide regular technical support with guidelines and SOPs on Health, nutrition, sanitation and outreach activities to the field staff.
∎ Build capacity of volunteers and community health facilitators as per project need.
∎ Guide Doctors, Midwives, and Nurses for quality implementation of the projects.
∎ Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Additional Requirements:
∎ Experience requirements: At least 3/4 years working experience in the field of health-nutrition and/or WASH-Sanitation. 3 years of management experience (managing at least 10 staff directly) is a requirement for this position as it necessitates a high degree of coordination of different stakeholders and guidance of staff. Working experience in the field of emergency response context is an advantage.
∎ Skill requirements (in addition to above mentioned):
∎ Applicants must be motivated self-starters and competent professionals.
∎ Knowledge, training and facilitation skill on health, WASH, and Sanitation are a must.
∎ Applicants must have proven skills as managers, i.e. being direct line manager of at least 10 to 50 persons.
∎ Applicants must be skilled in leading and working in a multi-faceted team.
∎ Applicants must be skilled in documentation and communication through quality narrative and numeric reporting.
∎ Applicants must be proficient in both written and spoken Bangla and English
∎ Applicants must have project planning and management skills (i.e. developing and following-up on detailed activity/implementation plans and workplans)
∎ Good computer literacy in MS Word, PowerPoint and Excel is a must.
∎ Knowledge of digital data collection (e.g. Kobo) is an advantage.
∎ Community mobilization experience will be considered as an asset.
∎ Age Limit : 40 years maximum (Age limit will be relaxed in case of potential candidates)

Salary:
∎ BDT- 50,000.00 ( Consolidated per month)
