Educational Requirements:
∎ The ideal person should have Master's Degree in Management, Social Sciences, public administration, social work/development work and / or any related field or, at least Graduation degree with 10 years practical working experience as a Project Manager/ Coordinator in emergency project management.

Experience Requirements:
∎ At least 5 year(s)

Job Context:
∎ Humanitarian Response for Rohingya Refugees through Primary Health and WASH Services as well as Emergency Food Supplies, Play & Sports for traumatized Children and provide livelihood enhancement skills training in Bhasan Char, Bangladesh. Rohingya Response will lead, develop and manage the health program in Bhasan Char camp area.
∎ Job Location: Based in Bhasan Char Rohingya Camp are under Hatiya Upazila of Noakhali District.
∎ Contract length: Contractual; initially for 06 months with possibility of extension depending on satisfactory performance and availability of funding up to one year.

Job Responsibilities:
∎ Overall Responsibilities:
∎ Project Manager is responsible in ensuring quality implementation and M&E on the ground both the Rohingya as well as the host community. She/he would develop and maintain an efficient, cohesive team, ensure capacity building, while ensuring effective coordination and relationships with the other national and International agencies, govt. officials, beneficiaries, donors and all areas of the operations.
∎ Key Responsibilities:
∎ Overall responsible for project implementation on the ground. Conduct background research on proposal opportunities, assist in the collection and analysis of information necessary for proposal development. In coordination with the HOPE'87 Country Representative identify new funding opportunities and assist in the proposal development process.
∎ Provide technical support to the team on project implementation and monitoring. Assume overall responsibility of Rohingya response in collaboration with the Country Representative, other relevant senior management members.
∎ In coordination with relevant staff's members, s/he will ensure the preparation of a timely program delivery and submitting the donor reports on project activities in compliance with relevant internal or external donor requirements.
∎ Liaise with government and other key stakeholders on the ground to ensure smooth implementation of the project and also approvals, clearances and completion certificates from the government
∎ Create and maintain collaborative relations and where appropriate partnerships with government, other I/NGOs, UN agencies, civil society, bi-lateral missions and donors.
∎ Work with the MBBS Doctor and relevant project teams on identifying ideas from the ground for new project designs
∎ Ensure optimal safety and security management procedures and practices are in place for the emergency response program and constantly monitor the safety and security situation, adapting staff safety and security procedures accordingly in collaboration with Country Representative.
∎ Designing and developing the capacity-building work plan for staff, partners and other stakeholders, in accordance with the response plan; Provide leadership to coordinate and manage the partnership function of the response and manage the contractors;
∎ Responsibilities may vary according to project priorities and the job description may change time to time.
∎ Project Management:
∎ Oversee the overall implementation of the project in accordance with the project proposals and in close communication with Country Representative, Manager Finance & Admin ensuring objectives are met within the required time frame and budget;
∎ Ensure that necessary documents and reports to implement the project are prepared and presented to the relevant local authorities;
∎ Support Manager Finance & Admin and Medical Doctor and project staffs in day-to-day decision making as requested;
∎ Ensure that results of monitoring and evaluation against project objectives are properly reflected in the activities afterwards;
∎ Maintain an overview of the relevant context with a view to the project implementation;
∎ Support the Country Representative and project teams in the accumulation of the know-how and experience in community health works;
∎ Organize and facilitate regular and ad-hoc meetings between HOPE'87 Bangladesh and Donor agencies, RRRC Office, CIC and DC office, and any NGO's coordination meeting;
∎ Ensure that the agreed documents and outputs are made and submitted to Donor's and HOPE'87 Bangladesh management within the required timeframe
∎ Human Resource Management:
∎ Ensure that staff receive appropriate and adequate information on the working regulations and conditions, and adhere to the regulations and conditions by monitoring through working records and feedbacks from the relevant colleagues, and mentoring and coaching;
∎ Provide oversight and line-manage the MBBS Doctor, Pharmacist/Nurse, Family planning Counselor, Tailoring Trainer, Poultry and duck rearing trainer, Youth Educators, Health Educators and support staff by cross-checking the outputs they make and regular meetings;
∎ Manage interpersonal conflict, ensure a positive working environment and team dynamics
∎ Security Management:
∎ Develop a communication tree for a normal and emergency situation and develop and update security plans and protocols;
∎ Monitor and review the security status on a regular basis, liaising with local authorities, other NGOs, the UN or other relevant security bodies;
∎ Ensure all staff members receive the security-related briefings, and relevant and appropriate security information timely manner;
∎ Oversee and monitor staff adherence to security protocols
∎ Presentation:
∎ Present the project at the relevant meetings at the field and Cox's Bazar level;
∎ Develop and maintain internal and external relationships with relevant stakeholders in order to facilitate effective cooperation and partnerships and for the smooth project implementation;
∎ Seek out and actively participate in relevant networks or working groups on specific humanitarian aid issues which are relevant to the project
∎ Financial Management:
∎ Monitor the spending of the budget to ensure they operate in line with donor proposals, and internal policies and manuals through the endorsement process of the expenditure request from Admin/Finance officer;
∎ Ensure that budgets are spent according to donor proposals, internal policies and manuals, and within the appropriate timeframe through the endorsement process of the monthly financial report that will be prepared by the Admin/Finance officer.

Additional Requirements:
∎ Around 5 years of experience on Program Management especially in a post emergency context
∎ At least 3 years professional experience of working in areas around Humanitarian Response and Refugee Crisis
∎ Good understanding of the Rohingya Crisis and understanding of local language.
∎ Strong leadership skills with extensive knowledge of partnership relationships and managing contractors
∎ Ability to coordinate well with the government and other stakeholders
∎ A very high written skills in English and good hand on report writing.
∎ Motivation and commitment to humanitarian concepts and values of Humanitarian Response.
∎ Energy and stamina to withstand long working hours in often stressful conditions
∎ Capacity to handle multi tasks & prioritize job responsibilities and demonstrated ability to work effectively within a team.
∎ A self-starter, sound judgment skills with creative ideas and maintain high moral character with integrity and honesty
∎ Leadership skills, Successful team player and should have a "Can Do Attitude".
∎ Ability to plan and produce quality work and meet tight deadlines
∎ Stewardship of resources, transparency and accountability with advance organizational and administrative skills.

Salary:
∎ Tk. 42,000 - 48,000 (Monthly gross)

∎ Not Applicable; but you will get actual transport, accommodation and food cost for the visit purpose outside of your working area as per organization policy (if required).
