  • Good writing and speaking skills in English and Bangla.

  • Must have computer skills in MS Word, Excel, PowerPoint and SPSS.

  • At least two (2) years of experience to drive Motorcycle and have valid motorcycle driving license.



Responsibilities & Context:

Breaking the Silence is a non-profit, voluntary organization registered with the Department of Social Services (Registration No. 05037, Date: 17 September 2000) and NGOAB (Registration No. 1642, Date: 20 May 2001). The organization works to establish child rights, prevent child abuse and child sexual abuse, prevent child marriage, accelerate child-friendly good governance, improve the quality of education at the primary and pre-primary level, prevent violence against women, empowering children and women. The organization is going to implement a project named ‘Strengthening Community level Child Protection Mechanisms to Protect Children and End Child Labor in Gazipur. The project will be implemented by the support of ‘Save the Children in Bangladesh’ and joint financing support by ‘Japan Ministry of Foreign Affairs’ and Save the Children Japan. The project focuses on strengthening community-based child protection systems, improving awareness, establishing community structures, and enhancing referral and coordination mechanisms to prevent and respond to child labour and other child protection issues. BTS is going to recruit a ‘Project Manager’ for the mentioned project and the position’s desk office at Gazipur City Corporation.

Job Purpose:

The Project Manager position is responsible for providing overall leadership, management, and coordination of the project to ensure effective and timely implementation in line with approved plans, donor requirements, and organisational standards. S/he will oversee planning, execution, monitoring, and reporting, while guiding the project team, engaging key stakeholders, and ensuring quality delivery of interventions aimed at strengthening community-based child protection mechanisms and preventing child labour.

Job Description / Responsibilities:

 Project Planning & Execution: a) Lead the development of annual work plans, activity schedules, and budgets, ensuring timely preparation, approval, and execution in line with donor and organizational standards; b) Provide technical and supervisory support for quality implementation of interventions, including awareness campaigns, community group formation, referral systems, and activities addressing child labor prevention and child protection. c) Coordinate and assist for conducting the baseline and endline surveys, service mapping, and other assessments to inform design, track progress, and measure impact; d) Facilitate capacity building sessions, dialogues, and meetings with staff, Government authorities, community leaders, and stakeholders; e) Assist Upazila and District DSS in strengthening Child Welfare Boards and CBCPCs for effective functioning and collaboration. f) Guide program staff in planning, implementing, and reviewing activities, ensuring adherence to standards, integration of lessons learned, and application of good practices.

 Stakeholder Engagement & Coordination: a) Maintain effective communication and coordination with the project team and senior management to ensure alignment, timely reporting, and smooth implementation of project activities; b) Establish and strengthen coordination, liaison, and networking with key stakeholders including Department of Social Services (DSS), Department of Inspection for Factories and Establishments (DIFE), Gazipur City Corporation (GCC), Department of Children and Women Affairs (MoWCA), Local Elected Bodies, Law Enforcement agencies, Child Welfare Board, Community-Based Child Protection Committees (CBCPC), Child Labour Monitoring Committees (CLMCs), national and international NGOs, CSOs, and other service providers. Facilitate multi-stakeholder coordination meetings to promote collaboration and joint action.

 Team Supervision, Coordination and Capacity Building: a) Provide strategic guidance, leadership, and mentoring to project staff to ensure effective performance and accountability; b) Assign tasks, delegate responsibilities, and monitor delivery to maintain efficiency, timeliness, and quality of output; c) Identify capacity gaps among team members and develop tailored capacity-building plans to strengthen skills and competencies; d) Facilitate regular team meetings, reviews, and learning sessions to enhance coordination, collaboration, and knowledge sharing; e) Ensure continuous professional development of staff through training, coaching, and mentoring support; f) Promote a supportive and enabling work environment that fosters teamwork, innovation, and staff motivation, and g) Oversee performance management processes, providing constructive feedback and ensuring accountability for results.

 Finance and Administrative: The Project Manager ensures compliance with the financial and administrative rules and regulations of BTS and development partners. He or she supports the Finance and Admin Officer in financial and logistics management, facilitates coordination during financial visits and audits, and ensures timely submission of required documentation and reports.

 Advocacy and Networking: The Project Manager strengthens advocacy efforts by building linkages with multi stakeholders for referral mechanisms, maintaining regular communication with DSS, Upazila and District administration offices, and fostering collaboration with government authorities, NGOs, CSOs, and community leaders. He or she facilitates joint actions to reinforce the child protection system in the working community, identifies and engages relevant actors and networks, and develops and implements advocacy plans to promote systemic change

 Monitoring, Field Visit, Reporting and Documentation: The Project Manager is responsible for overseeing project progress, ensuring compliance with objectives and donor requirements, and providing strategic guidance for documentation and reporting. The Project Manager conducts regular field visits to monitor implementation quality, identify areas for improvement, and support to ensure lessons learned are captured. The Project Manager finally reviews and submits timely reports to management and donors including monthly, quarterly, half yearly, annual, and completion reports while ensuring the quality of process documentation and learning outputs produced by the MEAL and Documentation Officer. The Project Manager supports the project’s monitoring focal in developing tools, including the M&E plan, and ensures their proper application for effective monitoring and evaluation across all project activities.

 Risk Management & Compliance: The Project Manager ensures ethical and responsible practices in data collection, storage, and sharing. He or she identifies risks related to project implementation, provides recommendations for mitigation, and develops strategies to address potential challenges. The role emphasizes proactive risk assessment, compliance with organizational and donor standards, and safeguarding the interests of children and communities throughout project activities.

 Safeguarding : The Project Manager will serve as the Child Safeguarding Focal Point for the project `Strengthening Community-Level Child Protection Mechanisms to Protect Children and End Child Labor in Gazipur’. The Project Manager is responsible for ensuring that safeguarding standards are fully integrated and implemented across all project activities, providing oversight, guidance, and accountability to uphold child protection principles.

 Others: Any other duties that may be assigned by the management of organization.

Tenure of Services Contract:

 3 (Three) Months probation period. After successful completion of the probation period, based on the performance of the staff and recommendation from the supervisor, the post may be continued till the project’s lifetime.

    • Gross: Taka 82,500.00 (Eighty Two Thousand Five Hundred ) Per Month

    • 2 days weekend

    • Bonus (One month equivalent salary)

    • 5% salary deduction from Basic salary for depositing BTS Staff welfare fund.

    • Office time, Annual Leave, Increment & other facilities will be applicable as per ‘Recruitment and Human Resource Management Policy’ of Breaking the Silence.
