Job Context:
∎ Concern Worldwide invites application for the following position for the `Supporting Flood Forecast-based Action and Learning in Bangladesh` (SUFAL) Project funded by ECHO HIP 2019:
∎ Type of Contract: Fixed term contract up to 31 January 2021 (with possibility of extension)
∎ Job Purpose: This is a mid-level national position within the organisation and is responsible for providing overall Project management and Operational leadership for Forecast based Action (FbA) project in collaboration with partner NGO and Consortium other partners. S/he will provide technical leadership, strategic management and operational oversight for overall implementation of the project and will serve as the primary liaison with project partner, Consortium lead and relevant project stakeholders. Under the technical responsibilities, s/he will be accountable to enhance the institutional capacity of national authorities and other stakeholders involved in DRM, impact based flood forecasting, flood risk analysis, triggering early warning as well as developing standard operating procedure through consultation with relevant stakeholders for implementing early actions including monitoring mechanism.

Job Responsibilities:
∎ A. Project Management:
∎ Lead, organize and develop strategic directions for Concern's FbA programme to ensure synchronized programme implementation at field level by partner in a respectful manner.
∎ Developing and maintaining strong working relationships with FbA consortium members, any other relevant members, and technical partner (RIMES) and implementing partners.
∎ B. Technical Management:
∎ Oversee the development of forecast-based thresholds for early actions in flood prone areas (supported by Consortium and RIMES). Provide support to development and testing of Standard Operating Procedures (SOPs), particularly by identifying relevant and effective early actions and establishing procedures that allow their timely implementation once a forecast threshold has been reached.
∎ Establish, coordinate with and maintain positive working relationships with relevant government departments including but not limited to Flood Forecast Warning Centre (FFWC), Department of Disaster Management (DDM), and other relevant government bodies such as Department of Agricultural Extension (DAE), Department of Livestock and Fisheries, Department of Education, Department of Women Affairs, Department of Youth Development and Department of Health.
∎ C. Financial Management:
∎ Review and monitor budgets of Concern and Partner, to support financial stability, on-going programme viability, efficient cost structures and value for money that meet the requirements of donors.
∎ Ensure financial and material resources are used transparently ensuring FbA value for money through the effective and efficient utilisation of resource and project specific materials.
∎ Provide effective support and monitoring to partners in sub-grant management.
∎ D. Partnership Management:
∎ Ensure timely preparation and signing of partnership agreements (MOU) with the consortium and implementing partner.
∎ Facilitate partnership process in a dynamic fashion as per partnership policy and Partnership Principles where partners capacity will be developed and sustained and achieve project goal satisfactorily.
∎ E. Monitoring and Evaluation:
∎ Provide strategic and operational leadership for the programme and leading on annual work planning, programme implementation, M&E and donor reporting.
∎ Ensure an accountability mechanism is in place (especially feedback and complaints mechanism as per Concern's standard), project is reviewed, project learnings are documented, and lessons incorporated to improve project management.
∎ F. Procurement and Donor Compliance:
∎ Ensure procurement compliance with organisational and donor rules and regulations, particularly with respect to financial and contract management, budget and expenditure monitoring.
∎ Support to partner's procurement process by engaging Concern's procurement unit, where applicable.
∎ G. Reporting:
∎ Ensure quality timely narrative and quantitative reporting in compliance with consortium and ECHO policies and regulations.
∎ Ensure that all reporting is of good quality and is done in a timely manner and submitted to Concern before sharing with consortium.
∎ H. Capacity Building of Partners:
∎ Identify the key skills required by all Project staffs at partner level to effectively fulfil their designated roles and where necessary suggest or plan staff training to fulfil such needs as well as provide on the job training and coaching/mentoring on FbA.
∎ I. Advocacy at national policy level:
∎ Represent for strengthening the effectiveness of existing FbA networks within Bangladesh amongst key advocacy partners, sectoral actors, networks, forums and issue specific national level platforms i.e NARRI, DeSHARI, Char Alliance.
∎ Engage and closely work with FFWC, BWDB, MoDMR, DDM and UN Agencies and INGOs for influencing to promote FbA in national humanitarian architecture and existing legislation.
∎ J. Promote and ensure compliance with the requirements of Concern's Code of Conduct and its associated safeguarding policies and Core Humanitarian Standards of Accountability (CHS) to ensure maximum protection to programme beneficiaries, and to welcome feedback.
∎ K. Undertake other related duties as may reasonably be assigned by the Country Director/Programmes Director or the line manager.

Additional Requirements:
∎ Minimum 7-10 years' progressive experience in DP/DRR field with an international or national organization with at least 5 years experiences at project management level.
∎ Experience in implementing and managing donor funded projects (ECHO experience will be a strong asset).
∎ Familiarity with the Early Warning, Forecast based Action (FbA) agenda is an advantage
∎ Skills in networking, negotiation and persuasion, advocacy and for mainstreaming new concepts.
∎ Strong writing and oral presentation skills both Bengali and English.
∎ Dynamic and willing to take initiatives to complete assigned task, and work independently.
∎ Proven experience in resource planning & budget management.
∎ Strong leadership skills and ability to manage change effectively.
∎ Delegation, time management and prioritizing skills and coping with broad range of demands.
∎ Critical thinking and analytical skills and problem solving abilities.
∎ Proven experience working on Flood Risk Mitigation, Early Warning system, Community based Disaster Risk Management, Capacity building for DMC members is highly required.
∎ National level working experience in rural context.

Salary:
∎ ANNUAL Gross Salary range BDT 993,972/- to BDT 1,268,580/-
