Job Context:
∎ Type of Contract: Fixed Term Contract up to December 2024
∎ Duty Station: Head Office, Dhaka, with frequent travel to programme areas
∎ Job Purpose: The Programme Manager of Flood Resilience Project is responsible for leading and managing the Flood Resilience Project, delivering project activities, which impact positively on the lives of the flood affected poorest people in the northern districts of Bangladesh through building flood resilience and results in lasting change.
∎ `Flood Resilience Project` is a part of the Zurich flood resilience program, phase II. Zurich flood resilience programme is a multi-country programme supported by Zurich Foundation through Zurich Flood Resilience Alliance (ZFRA). In Bangladesh Concern Worldwide, Practical Action and Mercy Corps are the alliance members. Since 2013 the Zurich Flood Resilience Alliance (ZFRA) has contributed to increasing communities flood resilience through their flood research, community-based programmes and risk expertise. Community Programming, Building Knowledge & Learning and Influence & Advocacy are the key component of the project.

Job Responsibilities:
∎ To ensure that the Flood ResilienceProject is fully delivered with maximum efficiency and professionalism to bring a positive change to the lives of the project participants through technical guidance and support to the partner. Including, but not limited to:
∎ Ensuring that the Project Implementation plan is developed jointly with the partners and delivered timely & effectively to ensure sustainability of the project interventions beyond project end
∎ Guide the implementing partner NGO to ensure project beneficiaries have improved their knowledge in flood resilience and DRR issues.
∎ Guide the project team and the project participants to develop the community based DRR Plan
∎ Guide and support the project team to ensure that community participatory approaches are used in the implementation of the flood resilience measurement tool and also to enable the communities to take decisions and prepare plans for flood resilience initiatives through the use of the tool.
∎ Facilitate effective coordination and joint planning between the partners towards achieving objective of project.
∎ Ensure capacity-building support to partners when required.
∎ Provide leadership, strategic guidance and support to partners and Concern staff in project implementation
∎ Guide and support project partner NGOs and Concern staff to demonstrate effective of project interventions and approaches
∎ To ensure that the necessary resources are available for the project and utilised effectively to implement high quality project for bringing positive change in the life of beneficiaries. Including, but not limited to:
∎ Prepare budget and monitoring of the budget to ensure value for money
∎ Ensuring budgets, HR and physical resource planning are in place for all activities within the Flood Resilience Project.
∎ Ensure that Concern Worldwide administrative, financial and resource management policies and regulation are understood, implemented and followed by all staff and partners working in the Flood Resilience Project.
∎ Ensuring effective and efficient utilisation of resource and project specific materials.
∎ Ensure regular monthly monitoring of project budget utilisation. Where variances between plans and actual expenditures arise, ensure justifications are provided and future planning is adjusted where required.
∎ Taking the initiative to question unusual transactions; variations from established procedures or any practices that do not demonstrate transparency and accountability.
∎ Authorising expenditure according to authority delegation and Concern financial policy and procedures.
∎ Ensuring timely production of quality reports for donors and Senior Management on project outcomes.
∎ Ensuring that the project delivers high quality reports with agreed time line and format to demonstrate the project result.
∎ To ensure that a robust monitoring and evaluation system and framework is in place to critically analyse programme achievements. Support to conduct research and capture the project learnings following a systematic approach. Including, but not limited to:
∎ Ensuring that the project M&E system is in place and activity review take place with a systematic way for visualising the project progress.
∎ Analyse the project progress using the M&E information, identify the constraints and initiate appropriate actions involving all partners, if necessary
∎ Identify the research agenda in coordination with the Concern's M & E unit and also with the Head of Technical unit.
∎ Preparing TOR for consultants to be hired nationally as well as internationally to carry out issue based researches, feasibility studies, baseline survey, midterm review and final evaluation
∎ To identify project related advocacy issues and provide assistance to the advocacy expert to develop advocacy strategy.
∎ Work with the project team, Concern's advocacy unit and partners to identify advocacy issues relevant to the project objectives and support Advocacy Expert for development of advocacy strategy.
∎ Working with the Advocacy Expert, implement an appropriate advocacy strategy for the project in consultation with project stakeholders.
∎ Support the advocacy partners to develop strategic alliance, by developing and implementing a project specific advocacy strategy.
∎ Support advocacy partners and the project team to collect/produce appropriate research findings/ information for advocacy
∎ To Flood Resilience Project Team and develop their capacity to deliver high quality support that would be a force to tackle poverty. Including, but not limited to:
∎ Communicating to the team a clear and exciting vision for the project and for the role of the team in delivering the vision for the beneficiaries.
∎ Ensuring that each member of the team fully understands the outcomes that are expected of them and that they are aware of the success criteria, which pertain to their work.
∎ Ensuring that work is planned and organised in a way which will meet the needs of people in the Flood Resilience Alliance Project in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.
∎ Supporting team members to enable them to give of their best e.g. by encouraging and praising good performance, coaching, assisting staff to prevent or resolve problems, providing resources, tools and equipment.
∎ Monitoring and reviewing performance and, in particular, holding staff accountable for meeting the success criteria and delivering any improvement goals which have been identified; giving corrective feedback where required and taking decisive action in the case of poor performance.
∎ Ensuring that staff are adequately trained and developed for their roles e.g. by analysing staff training needs, organising the delivery of training or coaching, coordinating the sharing of experience.
∎ Develop and build strong external networks within Bangladesh
∎ Building highly collaborative working relationships with Zurich Alliance Members (Practical Action, Mercy Corps, IFRC, Plan) in Bangladesh and globally.
∎ Building valuable relationships and networks with other key government agencies, academic, CSOs and NGO stakeholder working on flood resilience and climate change across Bangladesh.
∎ To assist in designing new project proposals to ensure donor funds; Including, but not limited to:
∎ Contributing to development and implementation of the Country strategic plan, analysing needs, involving stakeholders, designing strategies, monitoring and evaluating implementation of plan.
∎ Ensuring the development of high quality innovative programmes, which have sustainable, measurable impacts on the lives the extreme poor.
∎ Accountability
∎ In line with Concern's commitments under the Core Humanitarian Standard (CHS):
∎ actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
∎ work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
∎ Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

Additional Requirements:
∎ At least eight years' experience of DRR/ NRM / Climate Change / Watersheds, Resilience Building etc.
∎ Experience of project implementation in the remote areas like char, coastal and haor will be given preference.
∎ Excellent proven experience in delivering high quality DRR programmes, with knowledge on the latest innovations in flood resilience including forecast based approaches.
∎ Excellent knowledge of climate change sector in Bangladesh including innovative programmes, policy and advocacy, and financing mechanisms such as loss and damage.
∎ Solid experience of Programme Cycle Management, including the development and use of Theory of Change, logframes, M&E systems, with strong knowledge and practical experience of applying PRA/Participatory Approaches.
∎ Experience of conducting research using quantitative and qualitative approaches will be an added advantage.
∎ Experience in CBO trainings and experience of developing training modules and extension materials such as leaflets and posters.
∎ Experience in the establishment and support of community led projects particularly DRR/ NRM / Watershed activities.
∎ Experience of work with District and Upa-zilla level govt. officials will be an asset.
∎ Excellent interpersonal communication and facilitation skills
∎ Ability to prepare high quality reports and presentations for a range of key audience
∎ Ability to represent the project at various levels, including local, national and global.
∎ Ability to communicate independently with Donors or Senior Govt, Officials
∎ Sound knowledge on computer (MS word, spread sheet, power point)
∎ Knowledge and experience of GIS and RS will be an added advantage.

Salary:
∎ Monthly Gross Salary BDT 125,261/-
