The Program Specialist- Monitoring & Learning (PO-M&L) will keep track of project objectives and outcomes at the field. He will be responsible for planning, monitoring, data collection, analysis, management and presentation of the results measurement findings at grassroots. He will provide technical oversight to the project activities and develop and maintain relationships, and work closely with entrepreneurs and local market actors. He will also develop strategies and means to facilitate access to market for bene?ciary entrepreneurs under the guidance of the respective supervisor.

Job Responsibilities:
∎ The responsibilities of the PO-M&L include but are not limited to the descriptions below:
∎ Play an active role as field office team member to design and implement the activities
∎ Lead field office based monitoring supported by a MEAL framework and MIS database tool in relation to the indicators of achievement, as outlined
∎ Assist assessment/surveys including designing data collection tools, ensure quality of data, analyses data and prepare reports
∎ Practice, promote and endorse technical guidance to program team from an enterprise development lens
∎ Effectively contribute to design and implement business plan on different trades for smallholders
∎ Conduct regular market research to assess constraints and opportunities to provide customized solutions
∎ Follow up and monitor the field implementation with group members for ensuring their capacities to explore new market opportunities and update the team members
∎ Work with the team to review and revise the results chains, indicators and results measurement plans
∎ Report on Monitoring, Results measurement (on impact/ outcome level), Key Performance Indicators (KPI) and Management Dashboard of the assigned projects on regular basis
∎ Prepare field progress report and other reports regularly, document the key learning & findings

Additional Requirements:
∎ Minimum 5 years of development work experience including Livelihood/SME/MFI/Enterprize/Market/Entreprenurship/Agricultural Extension development projects
∎ Proven track record with reputed national NGO/INGO/company
∎ Core Competencies:
∎ Clear understanding and knowledge of small enterprise development, micro finance, rural markets, trading relationships, rural service provision, and market value chain approaches to market development, sub-sector analysis, the role of the private sector, government and civil society/NGOs in creating a small enterprise service oriented market
∎ Familiarity with contemporary Monitoring, MIS, Evidence and Learning concepts and tools
∎ Solid background to manage monitoring and MIS framework at field level
∎ Excellent skills in community mobilization and understand team approach
∎ Experience in profit analysis and business planning with marginalized group members
∎ Ability to coordinate and collaborate effectively with various stakeholders including government agencies, research and private sector service providers
∎ Excellent training facilitation, coordination, and documentation skills
∎ Understand the roles of different actors in market development and private sector engagement
∎ Prior experience working in the context of various donor-funded livelihood/SME/MF development projects
∎ Advanced user of MS Office suite, Google apps etc., MIS and proficiency in English
∎ Self-reliant, ability to work independently and effectively in a multi-talents environment and willing to work under pressure in remote areas.
∎ Must have motor-cycle driving skill
∎ Key Assets:
∎ Good analytical and problem-solving skills; ability to think creatively and encourage colleagues to take initiative.
∎ Undertake frequent field visits and door to door service (70%+)
∎ Respectful to human dignity
