Education:

• MS in Aquaculture/ Fish Technology/ Fisheries Management from any Reputed University.

• Minimum 3 years of work experience in aquaculture, dry fish, Aquaculture programme implementation, Monitoring, Reporting, Database Management and market development programs.

Additional Requirements:

• Age At most 50 years

• Sound knowledge on using different software related to data entry.      

• Ability to work hard, work under pressure, positive and can-do attitude and ability to understand local language.     

• Self-motivated, independent of the ability to perform multi-task.      

• Sound knowledge of essential software like MS Word and MS Excel related to data entry.    

• Knowledge in gender focused approach to development and resilience.    

• Expertise on undertaking and follow up monitoring to ensure that proposed mitigation measures are implemented according to an agreed upon environmental and social mitigation implementation plan.    

• Proven understanding and knowledge on development sector including work related to program and budget planning/monitoring activities.    

• Strong analytical skills and strategic planning abilities.·     Ensure that gender and inclusion issues are properly considered and resourced in all of our work.    

• Experience in organizing knowledge and learning sharing events involving community, practitioners and researchers and policy makers.   

• Strong communication, report writing and presentation skill in Bangla and English.    

• Demonstrated capacity to work with teams.    

• Excellent communication, facilitation, and report-writing skills in Bangla and English; knowledge of Rohingya dialect is an asset. 

Responsibilities & Context:

The Context:

The Food and Agriculture Organization of the United Nations (FAO) is implementing the European Union and European Commission PROACT project Bangladesh: “Resilience Strengthening through Agri-Food Systems Transformation in Cox’s Bazar”. The objective of the project is to improve food security, increase nutritional levels and improve incomes among farming households in Cox’s Bazar Sador, Ramu, Ukhiya and Teknaf sub-districts of Cox’s Bazar district. The project will support crop production, fish farming and sustainable toxin-free dried fish production with underlying support for value chain development, market access and better incomes, including business and financial literacy.

The objective of the assignment is to strengthen the resilience and sustainability of farming households in host communities by promoting nutrition-sensitive agricultural practices. This includes the establishment of homestead vegetable gardens, adoption of toxin-free dried fish production methods, and enhancement of value chains for dried fish processing and marketing. The assignment further aims to improve smallholder farmers’ access to markets and financial services, thereby contributing to improved food security, livelihoods, and long-term economic stability.

Purpose of job:

The Aquaculture Specialist is responsible for designing and implementing market-based and climate-smart strategies that enhance the competitiveness, inclusiveness, and resilience of aquaculture and dry fish value chains. The role focuses on promoting climate-smart aquaculture technologies and strengthening linkages among producers, buyers, and other market actors, while ensuring safe dry fish processing and sustainable aquaculture practices. The specialist supports capacity building, technical training, and entrepreneurship development for farmers and relevant stakeholders. Additionally, the position ensures effective program coordination, monitoring, and compliance with safeguarding standards to achieve overall project objectives.

Job Responsibilities:

• To provide capacity development training to field staff and beneficiaries on Aquaculture and dry fish business development.

• To develop linkages with market actors for expansion of aquaculture &dry fish business

• To provide training on improved aquaculture and safe dry fish production &business development.

• To monitor and support to the dry fish and aquaculture farmer to develop as an entrepreneur.

• Provide technical support and monitor the implementation of aquaculture activities of fish farmers, fish nurserer.

• To co-ordinate with field staff and linkage with DoF Officials, Donor and head office level.

• Prepare annual program plan and budget for the program.

• Preparing Training Module, Festoon & Leaflet

• Organize & conduct different workshops, training, meeting for program progress and learning sharing.

• Prepare monthly, quarterly, half yearly and annual reports using program formats for world Fish and organization

• Arrange training for staff development of the program.

• Control the project budget and manage the administration of project team

• Responsible for proper implementation and development of the program.

• Any other duties as per project and organization requirement.

• Safeguarding: Safeguarding and PSEA: To meet the program's objectives for safeguarding and PSEA implementation, make sure team members are protected from any harm, abuse, neglect, harassment, and exploitation. serve as a major resource for help, direction, and knowledge on safeguarding & Child protection for developing a safe workplace. To ensure that safeguarding standards are used in every course of action, team members should practice, advocate, and embrace safeguarding policy concerns.
