Responsibilities & Context:
OBJECTIVE 1: To promotes the integration of anticipatory action, early warning, and forecast based disaster risk financing into key government policies, frameworks, and operational mechanisms. (30%)
Develop, refine, and implement an evidence based advocacy strategy aligned with project goals.
Identify policy gaps, opportunities, and system barriers related to anticipatory action, early warning, and disaster risk financing.
Advocate for integration of AA into national policies such as Standing Orders on Disaster (SOD), national EWEA systems, and local disaster management plans.
Promote adoption of pre arranged financing and trigger mechanisms within government systems.
OBJECTIVE 2: To strengthen liaison, Networking and coordination(20%)
Represent the project in national and humanitarian coordination meetings.
Build strong partnerships with UN agencies, INGOs, research groups, and local NGOs working on Anticipatory Action and DRR.
Support joint advocacy by helping create common messages and shared influence strategies.
Maintain effective communication and networking with stakeholders across different sectors.
Lead the organization of policy dialogues, workshops, and events with experts from various fields.
Build and sustain trusted relationships with key government institutions (MoDMR, DDM, BMD, BWDB, BDRCS/CPP, district committees).
Facilitate technical groups, policy discussions, and roundtables at national and local levels.
Help government partners improve or develop governance systems for Anticipatory Action (e.g., protocols, triggers, decision-making).
Ensure the project’s advocacy aligns with national strategies on DRR, climate change, and humanitarian response.
OBJECTIVE 3 : Evidence Generation & Knowledge Translation (15%)
Work with technical teams to translate scientific data, risk modelling, and impact studies into accessible advocacy products.
Produce high-quality policy briefs, position papers, guidance notes, talking points, and donor briefing documents.
Ensure timely dissemination of lessons learned to inform policy and system reforms.
OBJECTIVE 4 : Uphold organization policies and cross cutting issues(20%)
Adhere key organization polities such as gender policy, safe guarding policies, data protection policy, code and conduct, do no harm principles.
Ensure accountability to project beneficiaries and affected population
Ensure team building principles with the project team as well as partners project team
Uphold localization principle through with local partners and stakeholder
Uphold partnership principles while working with local partners
Objective 6: Proactively support ACFs commitments to gender equality, child protection and disability sensitivity
Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary
Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries
Ensure the incorporation of gender equity principles in all policies and activities
Encourage the participation of all genders in meeting and on committee;
Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.
