Job Context:

The Program Officer-Grants and Finance (PO-G&F) will lead field office level sub-grants, finance and accounts management. This post holder will act as focal point for high quality sub-grants request assessment, disbursement and repayment plan for entrepreneurs.
Job Responsibilities:
∎ The responsibilities of the PO-G&F include but are not limited to the descriptions below:
∎ Play an active role as field office team member to design and implement the program
∎ Responsible to administrate the sub-grants and financial management accounting systems at the field
∎ Manage account book keeping, procurement, sub-grants process and expenditure
∎ Ensure different sub-grants and contracts are well administered to support on-track, on-time, and on-budget implementation
∎ Coordinate and maintain regular coordination with entrepreneurs, team members and other key stakeholders on sub-grant awarding and monitoring
∎ Use appropriate finance and sub-grant management tools to ensure policy compliance, and prevent non-repayment and misappropriation
∎ Contribute to business plan, sub- grant assessment, modifications or budget realignment
∎ Support external audit team to conduct project & organizational audit on time
∎ Ensure internal financial control process, application of sub-grant and accrual accounting principles.
∎ Manage fixed assets, office supply and ensure VAT/tax/government compliance
∎ Prepare field progress report and other reports regularly, document the key learning & findings
Additional Requirements:
∎ Job Experience: Minimum 5 years of development work experience including Livelihood/SME/MFI/Enterprize/Market/Entreprenurship/Agricultural Extension development projects
∎ Proven track record with reputed national NGO/INGO/company
∎ Core Competencies:
∎ Clear understanding and knowledge of small enterprise development, micro finance, rural markets, trading relationships, rural service provision, and market value chain approaches to market development, sub-sector analysis, the role of the private sector, government and civil society/NGOs in creating a small enterprise service oriented market
∎ Ability to manage financial and administrative systems, and implement finance and accounting policies, procedures and systems
∎ Prior experience working in the context of various donor-funded livelihood/SME/MFI development projects
∎ Ability to coordinate and collaborate effectively with a large and diverse level of rural entrepreneurs, market actors and external people
∎ Advanced level user of MS Office suite, Google apps etc., automated accounting system and English language proficiency
∎ Self-reliant, ability to work independently and effectively in a multi-talents environment and willing to work under pressure in remote areas
∎ Key Assets:
∎ Good analytical and problem-solving skills; ability to think creatively and encourage field staff to take initiative.
∎ Prepare to undertake frequent field visits and door to door service (70%+)
∎ Motorcycle driving skill
∎ Respectful to human dignity
