Job Context:
∎ Name of the Project: Comprehensive prevention programs for people who inject drugs (PWID) and their partners
∎ Job Summary:
∎ This position is primarily responsible to carry out project activities in the operational level. S/he will be ensured essential harm reduction services for project participants` in uninterrupted and quality deliver modalities. Drop-In-Center (DIC) management is the core business of his/her prime roles including human resource, finance, logistics and other day to day operational management are also the integral part of his/her job. DIC based staff capacity building, ensure supply chain of project materials, trouble shooting, documentation and record keeping are also be facilitated by the PM in his/her all DICs. The PM will be ensured supportive supervision and monitoring of DIC based staff, F&AO and M&EO.
∎ S/he is responsible to review/produce monthly, quarterly, annual and other reports as per program need for his/her SSR. The PM has to maintain regular coordination, collaboration and communication with law enforcing agencies, relevant GoB officials- especially with the local Civil Surgeon office , DC Office, DNC, NGOs, SHGs and other related organizations/stakeholders in favor of smooth program operation and to explore necessary support from them.

Job Responsibilities:
∎ Responsibility # 1: Effective and efficient designing, planning, implementing, monitoring and evaluating of GFPWID project activities in the operational level.
∎ Ensure timely, effective and quality implementation of project activities as per project work plan and set strategies and guideline i.e SOP, Minimum Standard Guideline etc of the GFPWID project to comply on Global Fund Performance Management Framework focusing both quality and coverage.
∎ Identify, establish and operate teaching DIC as per SR or PR provided guideline and set standard.
∎ Provide necessary guidance and direction to execute day to day activities in his/her SSR's DICs team.
∎ Monitor and track down day to day performance of DICs in align with overall project target and objectives.
∎ Collaborate and co-ordinate among other GFPWID-NFM 3 Project staff for comprehensive support for DIC.
∎ Take appropriate measures for problem solving and trouble shooting in SSR project areas.
∎ Design and develop any new initiative for the further development of PWID Intervention in both quality and cost effective manner.
∎ Establish referral mechanism with the GoB and NGOs service center.

∎ Responsibility # 2: Staff recruitment, staff development and performance management.
∎ Facilitate /participate in DIC based staff recruitment process following DIC based staff recruitment policy / organization policy
∎ Identify the development area of individual DIC based staffs and undertake plan of action and ensure follow-up of development.
∎ Ensure training follow up, feedback, OJT, coaching, mentoring, learning & reflection session and also adapt other tools and techniques for developing DIC staff capacity building.
∎ Ensure periodic/annual performance management for DIC based staff
∎ Ensure a regular process for reviewing and practicing in different project related operational guideline, SOP, M&E guideline, minimum standard guideline, strategy paper etc. as a part of enhancing staff capacity building.


∎ Responsibility # 3: Effective and efficient use of project assets, resources and ensure harm reduction materials.
∎ Ensure appropriate allocation and efficient uses of project materials, assets, FF&E items and other logistics for DICs.
∎ Ensure appropriate project materials, assets, FF&E items and other logistics in teaching DIC and decorate as per SR guidance.
∎ Undertake exercise to estimate essential project materials especially for syringe, needle and condom for DICs.
∎ Ensure timely scientific supply chain management systems for project materials and consumable items at DICs.
∎ Ensure effective store management, quality control of store, record keeping, regular disbursement and supply flow to the implementing level staff in his/her DICs as Global Fund Minimum Standard.
∎ Forecast monthly DIC expenditure, collect advance, ensure advance money to DIC Coordinator and make advance adjustment within timeframe by following financial policy and guidelines of SSR/ GFPWID-NFM 3 project.
∎ Ensure inventory management of FF&E items at DIC level along with measure appropriate security and maintenance.
∎ With the guidance/direction of SR ensure appropriate utilization of budget at SSRs level and ensure expenditure in align with work plan/performance and burn rate of the assigned SSR organization.

∎ Responsibility # 4: Monitoring, supervision, reporting and documentation
∎ Develop and conduct effective monitoring & supervision plan for DICs along with other project staffs under the guidance of PR and SR.
∎ Ensure regular flow of monitoring and supervision for different level staff of DICs by following/utilizing defined monitoring and supervision guidance, framework, tools and techniques as Global Fund Monitoring Framework.
∎ Ensure collection, compilation, articulation, analysis, interpretation, submission as well as uses of DIC based data/information to comply the M& E Framework of the GFPWID project.
∎ Ensure frequent data validation, cross-checking at DICs and Outreach level.
∎ Produce presentation/briefings of DIC level data/information for the different visits made by SR, PR agency, GFPWID, relevant Govt officials and other stakeholders' organizations and personnel.
∎ Ensure Monthly and Quarterly reports review, preparation and submission within the timeline for DICs and as SSR level.

∎ Responsibility # 5: Advocacy, co-ordination, collaboration, linkages, liaison and Information management
∎ Ensure periodic advocacy meeting/workshop with district / local level stakeholders in respective operational areas.
∎ Ensure regular community sensitization meeting, DIC Advisory committee meeting, DIC staff meeting for DICs.
∎ Ensure District and Local Level Co-ordination with different GoB / NGOs Stakeholders, others GFPWID Package Partners for better integration at Local level, and to achieve the maximum outcome of all HIV Intervention.
∎ Participate and contribute in the National Level Advocacy Workshop, round table and other events initiated by SR's central project management.
∎ Ensure a regular contact and communication flow among different law enforcing agencies e.g. Police, RAB, DB, DNC, BGB etc relevant to assigned location.
∎ Maintain communication, coordination and collaboration with GoB/NGOs officials like DC office, District health service officials, Specialized Hospital, tertiary Hospitals etc for ensuring better referral and service access for IDUs.

Additional Requirements:
∎ Minimum 5 years professional practical/experience senior/mid level position and HIV/AIDS prevention project especially with Injecting Drug Users Intervention or others high risk populations.

∎ Have experience to work with different partner NGOs, being a member of lead NGO of the Consortium. Also have experience of working with Government bodies as a part of national program.
∎ Documentation and good report writing skills in English
