Education:
    • Bachelor of Business Administration (BBA) in Business Administration
    • Bachelor of Business Administration (BBA) in Supply Chain Management
  • Bachelor’s degree in Business Administration, Supply Chain Management, Procurement, or a related field.

Experience:

  • 3–5 years of hands-on experience in procurement, preferably in NGOs, development organizations, or donor-funded projects.

  • Experience in vendor management, procurement planning, inventory management, and logistics support for field programs.

  • Knowledge on VAT & Tax and Govt. Compliance

  • A professional degree on procurement management is preferable.

Skills & Competencies:

  • Strong understanding of procurement and supply chain management principles.

  • Excellent organizational, planning, negotiation, and problem-solving skills.

  • Ability to work collaboratively with multiple teams and build strong professional relationships.

  • Good communication skills in Bengali and English.

  • Proficiency in MS Office; knowledge of procurement software is an advantage.

  • High integrity, professionalism, and commitment to ethical practices.

Responsibilities & Context:

Job context:

  • LEDARS (Local Environment Development and Agricultural Research Society), an NGO registered with the NGO Affairs Bureau, has been working in the climate-vulnerable southwest coastal region of Bangladesh since 1996. The region faces significant challenges due to the adverse impacts of climate change, affecting the lives and livelihoods of local communities. LEDARS has been implementing a range of programs to address these challenges. To ensure smooth program delivery and organizational efficiency, LEDARS is seeking a Procurement Officer. This role will play a critical part in sourcing and procuring goods, services, and materials in a timely, cost-effective, and transparent manner. The Procurement Officer will work closely with program, finance, and administrative teams to ensure compliance with organizational policies, donor requirements, and regulatory standards while supporting the organization’s mission to maximize impact for local communities.

Key Responsibilities

  • Plan and implement procurement processes in line with organizational policies and donor requirements

  • Prepare and manage procurement plans, ensuring timely sourcing of goods and services

  • Collect quotations, conduct bid analysis, and prepare comparative statements

  • Ensure transparency, competitiveness, and value for money in all procurement activities

  • Prepare tender schedule, ToR, EoI and publish for advertisement

  • Prepare work order, contracts and framework agreements

  • Maintain an updated supplier/vendor database and evaluate vendor performance and enlistment

  • Ensure all procurement documentation is complete, accurate, and properly filed.

  • Coordinate the transportation, storage, and distribution of goods and materials.

  • Ensure timely delivery of supplies to project area and field office.

  • Monitor stock levels and ensure proper inventory control systems are in place.

  • Maintain proper records of inventory, assets, and equipment.

  • Conduct regular physical stock counts and reconcile with records.

  • Ensure proper tagging, tracking, and safeguarding of organizational assets.

  • Support asset disposal processes in compliance with policy.

  • Ensure procurement and logistics activities comply with organizational, donor, and regulatory requirements.

  • Prepare periodic procurement and logistics reports.

  • Maintain audit-ready documentation and support internal/external audits.

  • Ensure adherence to financial and internal control procedures.

  • Work closely with program, finance and admin teams to understand procurement needs.

  • Liaise with vendors, suppliers, and service providers.

  • Support field offices with logistics planning and procurement processes.

  • Identify and mitigate risks in procurement and supply chain processes.

  • Ensure quality standards are met for procured goods and services.

  • Handle complaints and resolve issues related to procurement and delivery.

  • Ensure risk, issues and compliance analysis to before procurement process/steps.

  • Perform any other duties assigned by supervisor and Executive Director.



Job Other Benifits:
    • Salary: Provisionary period 40,000.00 Taka, after confirmation 45,000.00 Taka (Including contributory Provident fund)

    • Other benefits: Yearly increment, two festival bonuses, Gratuity, phone bill, and travel expenses as per organizational policy.
