Experience:
Demonstrated understanding of the humanitarian principles, code of conduct and specific sub-sector work linked to NGO field and operations contexts.
Good knowledge in communications technology, including, HF/VHF, cell phone mediums, etc.
Strong experience as a trainer; ability to develop, implement, facilitate, and impart learning to a wide range of audiences.
Ability to gain a detailed knowledge in various local, regional, country, and international policies, operational positions, and interactions, providing clear dynamic briefings and analysis of given and unfolding security and political situations when they occur.
Able to work flexibly in response to dynamic situations, sometimes outside of usual office hours or at weekends.
Highest personal integrity and sound judgment with demonstrated ability to handle confidential matters in a discreet and respectful manner.
The Procurement Officer will be helping in organizing purchase requests and ensuring the smooth flow of logistics needs of JRRP. Assists the Sr. Procurement Officer in processing PR and PO and making sure the Logistics tracker is up-to-date.
He will assist the Procurement Team in overseeing all Procurement-related functions of the Logistics Department: record-keeping and correspondence within the JRRP program.

Maintain a proper and user-friendly filling and document control system for recording
Tracks all logistics documents including contracts and agreements
Assists the Logistics Officer in creating lessees and service contracts and all the paperwork related to it.
Assists in making sure of up-to-date logistics records and documents.
Ensures Logistics and Procurement is in line with FH standard operating guidelines according to the priority level.
Assists the Logistics Officer in supporting all the programs and coordinating with the line managers for all the requests submitted.
Assists in organizing warehouse stock cards, and stock reports and following up the weekly deliveries to the facilities by working closely with the Warehouse Officer.
Assists the Sr. Procurement Officer in processing PR and PO. Assists the Sr. Procurement Officer in processing supplier’s bills and payment requests.
Ensures the procurement tracker is up-to-date, and provide weekly update to line manager
Track, update, and advise the line manager about contracts and agreements before expiry dates.
Accurately and efficiently carry out any further duties as designated or assigned by the Line Manager
Collaborate with the program team to develop procurement plans and priorities for the different projects, and periodically advise and follow up with the program teams to ensure progress on plans. In addition, develop strategies for delivery of the procurement plans agreed upon beforehand with the program team;
Reviews purchase orders for management sign-off and ensures they are timely and contain all required information to mitigate risk to FH and ensure good performance by supplier;
Monitors the purchases tracking sheet and liaises with the warehouse teams to keep track of delivered and pending items;
Ensures timely processing of supplier’s payments based on complete or agreed performance of purchase orders or contracts.
