• Experience: Minimum 2/3 years of professional work experience in the relevant field.

• Preferred Background: Candidates with experience in Faecal Sludge Management (FSM) and Solid Waste Management (SWM) projects will be given preference.

• Technical Skills: Proficiency in Microsoft Office programs, including Word, Excel, PowerPoint, and Access.

• Subject Knowledge: Strong understanding of technical, social, and institutional issues related to water, sanitation, and waste management.

• Work Ethic: Ability to work under pressure, meet deadlines.

• Oversee the daily operation and maintenance (O&M) of the Faecal Sludge Treatment Plant (FSTP) in accordance with the established Standard Operating Procedures (SOPs).

• Develop and implement monthly plans for desludging operations via vacutug, coordination of solid waste collection by private service providers, and the marketing of soil conditioners, aligned with the treatment plant’s capacity.

• Supervise and provide technical guidance to plant staff, including vacutug operators, turner operators, and other facility workers.

• Monitor key performance indicators (KPIs) related to plant capacity, process efficiency, and compliance with occupational health and safety standards.

• Identify and report technical faults, equipment malfunctions, and operational challenges, and coordinate with the Technical Officer for timely resolution.

• Ensure full compliance with health, safety, and environmental regulations by all plant personnel, and promote a strong safety culture throughout all plant activities.

• Investigate and document any safety incidents or near misses, and initiate appropriate follow-up actions.

• Organize regular training and capacity-building sessions for plant workers and sanitation staff to enhance technical and operational skills.

• Maintain effective communication and coordination with the Department of Conservancy, desludging service providers, solid waste management entrepreneurs, and FSTP stakeholders.

• Collaborate with private sector entities (e.g., construction, maintenance, engineering services, local vendors, and quality control teams) to support seamless plant operations.

• Engage with local farmers for the promotion and distribution of soil conditioner products, and contribute to the development of sustainable business models for final product marketing.

• Maintain accurate records of O&M activities in designated registers and ensure timely data entry into the mWater system.

• Conduct routine follow-up on the operational status of the FSTP using a predefined checklist and report deviations.

• Contribute to the development and tracking of monthly targets and performance plans to support the overall strategic goals of the FSTP.
