Additional Requirements:
  • Extensive experience in VCM, PVC or similar petrochemical plants

  • Strong background in plant commissioning, start-up and operations management

  • Experience leading large operational teams and complex manufacturing facilities

  • Petrochemical storage and tank farm operations (EDC/VCM handling)

  • Shutdown and turnaround planning

  • Process Safety Management (PSM) – HAZOP, PHA, MOC, PSSR

  • Safety systems including Permit to Work, LOTO, Job Safety Analysis



Responsibilities & Context:
  • Lead and manage overall operations of VCM and PVC petrochemical plants to ensure safe, efficient, and reliable production.

  • Oversee pre-commissioning, commissioning, and start-up activities of petrochemical plants and related process units.

  • Ensure strict implementation of Process Safety Management (PSM) systems including HAZOP, PHA, Management of Change (MOC), and Pre-Startup Safety Review (PSSR).

  • Establish and enforce workplace safety systems such as Permit to Work, Lock Out Tag Out (LOTO), Line Break procedures, Tool Box Talks, and Job Cycle Checks.

  • Drive plant reliability improvement initiatives through preventive, predictive, and breakdown maintenance planning.

  • Monitor and control plant performance to achieve production targets, operational efficiency, and cost optimization.

  • Plan and execute plant shutdowns, turnarounds, and debottlenecking projects to enhance plant capacity and efficiency.

  • Manage tank farm operations and chemical storage facilities, including handling of Ethylene Dichloride (EDC) and Vinyl Chloride Monomer (VCM).

  • Develop and implement standard operating procedures (SOPs), commissioning procedures, and operating manuals for plant operations.

  • Lead quality management and continuous improvement initiatives, including Total Quality Management (TQM) practices.

  • Conduct risk assessments and safety audits to ensure compliance with industry standards and regulatory requirements.

  • Coordinate with technology licensors, suppliers, and external stakeholders on technical and operational matters.

  • Lead, mentor, and train plant personnel on operations, commissioning, safety systems, and process improvements.

  • Troubleshoot operational issues and implement solutions to maintain plant stability and operational excellence.

  • Ensure optimal utilization of resources, utilities, and manpower to maintain profitability and operational efficiency.
