∎ The Deputy Nutrition Surveillance Manger will be responsible for the coordination and management of integrated anthropometric nutrition surveys in a SMART [Specific, Measurable, Acceptable, Realistic & Time Bounded] or SENS [Standardized Expanded Nutrition Survey] manner. In addition, this position will cover all nutrition coverage assessments, emergency needs. Also, providing specifics to nutrition, surveillance of nutrition/ FSL and any other assessments related with nutrition activities for ACF Bangladesh will be ensured by this position.
∎ This position will include preparing of the surveys, management of survey teams. Besides, compiling, analyzing and reporting survey/surveillance data from all programme areas in a comprehensive manner. Moreover this position will ensure dissemination of the findings as well.
Job Responsibilities:
∎ 1. Survey planning, development and implementation
∎ Development of retro planning for assessment in coordination with ACF programme team
∎ Manage survey approval from government and local authorities authorities
∎ Collection of demographic data/ necessary information for the surveys from relevant sources.
∎ Development of assessment questionnaires and coded into KOBO/ODK software) in collaboration with the Assessment coordinator/ HoD and MEAL department.
∎ Development of survey data collection planning in consultation with survey manager.
∎ Ensure necessary arrangement and procure survey logistics and taking care of these logistics.
∎ Ensure all forms and questionnaires and necessary documents are ready at start of day.
∎ Draft survey methodology in collaboration with survey manager and ensure that the methodologies are well understand and applied by the survey team and protocols/ consent forms are strictly followed and implemented.
∎ Ensure adherence between field activities and Government of Bangladesh procedures / protocols / guidelines designed for assessments: respect of methodology, reporting process, etc
∎ 2. Manage survey activities to enhance the accuracy of data collection
∎ Recruitment of survey teams in collaboration with HR and support team
∎ Make necessary arrangements (e.g. hiring training venue and accommodation, stationery and logistic equipment's printing materials etc.) are available before starting the training.
∎ Facilitate training for all surveys in collaboration with Survey Manager
∎ Support the Survey manager in following up and managing survey budgets, control expenditures and timely submission of all bill vouchers to finance.
∎ Maintain internal budget expenditure tracking sheet and follow with finance to reflect on the BFU.
∎ Documentation of all HR, logistics and financial related copies properly.
∎ Develop survey budgets and prepare monthly financial projections etc.
∎ 3. Manage survey activities to enhance the accuracy of data collection
∎ Close supervision and monitoring the data collection, provide On Job Training (OJT) and necessary feedbacks to the all teams based on field findings and experience sharing with other team.
∎ Organizing an evening or morning "wrap up" session with each team to discuss any problems that have arisen during the day.
∎ Provide necessary feedbacks to the survey team based on plausibility report and ensure the children with flag data ensure revisit in the next day.
∎ Ensure the security and well-functioning of necessary logistics (e.g. tablets, height board, weight scale etc.)
∎ Supervision team's daily work (Work performance/ working time/breaks/lunch). Ensure good communication within the team
∎ Ensuring that households are selected properly, and that the equipment is checked and calibrated each morning during the survey and that measurement are taken and recorded accurately.
∎ Monitoring assigned team to ensure all aspects of data collection are performed correctly and ensure the consistency and quality control of the data collected bt the team
∎ Ensure data quality through plausibility checks, Carry out supportive supervision and monitoring of survey teams
∎ 4. Data quality assurance, data analysis, presentation and report writing
∎ Data entry, extract data from the server and data levelling, cleaning, transforming and analysis of survey data and program monitoring data in collaboration with survey manager, data information manager.
∎ Regularly perform plausibility checking of anthropometric data and crosschecking of survey database and give feedbacks as per recommendations.
∎ Collect, check for quality and deliver completed questionnaires each evening.
∎ Prepare observation summary note for each survey area considering the health, nutrition and socio economic structure, social practices and brief among the communities and target population including problem encountered and solution made during data collection.
∎ Provide a summary written daily reports to the survey manager.
∎ Performed data analysis, prepare draft presentation, survey reports, and incorporate feedback.
∎ 5. Ensure collaboration with other ACF departments, government authorities and key stakeholders.
∎ Implementation of the surveys in collaboration with the local government authorities and international /national partners
∎ Collaboration and collection of information from other potential partners in the field (NGOs, Health structures, community)
∎ Collaboration with ACF nutrition, Food Security, MHCP and WASH programme managers & Head of Departments, and logistics and finance department.
∎ Collaboration with technical Head of Departments and the HQ for validation of methodology, training material, and reporting if needed.
∎ Collaboration with logistic and finance department for supplying different materials for the survey and field movement
∎ Maintain good relations between the team and the population;
∎ Represent ACF in meetings and thematic forums related to surveys and assessments
∎ 6. Support capacity building of program staff and ACF activities when no implementation a survey:
∎ Assist program Manager to organize the on the job training for the newly recruited staff and volunteers.
∎ Ensure periodic monitoring the quality of anthropometric measurement in GMP sections using MUAC scoring format and provide On Job Training (OJT).
∎ Ensure data entry and cross checking of survey and program monitoring data
∎ Data analysis and prepare presentation on monitoring findings and disseminate
Additional Requirements:
∎ At least 3 years of professional experience in nutritional surveillance projects
∎ At least 1 year in emergency nutritional and food security programs
∎ Experienced in conducting surveys (SMART, SQUEAC, KAP, needs assessments)
∎ Proven ability to prepare budgets and donor financial reports (USAID);
∎ Excellent data analysis and reporting skills.
∎ Strong analytical mind
∎ Able to train and build capacity of ACF teams and partners on the implementation of assessments
∎ Strong knowledge in the use of statistical software (Epi Info 7, ENA for SMART and SPSS/STATA ) for data analysis
Compensation & Other Benefits:
∎ Gross monthly Salary from BDT 93699/-;
∎ Festival Bonus: 1 month Gross salary every year;
∎ Provident Fund: 7.5% of Basic Salary;
∎ Performance Bonus: from 30 % to 80% of monthly Gross salary per year vary from performants;
∎ End of Contract Benefits - up to 2 months' Gross salary.
