Educational Requirements:
∎ Desirable Master's Degree, preferably in Social Sciences, in particular Statistics/ Anthropology, Governance/ Development studies/Urban Planning/Geography and Environment/Public health or any relevant discipline. Special training on Developing WASH or FSM relevant Monitoring system and developing tools, reporting including visibility of project results through different media.

Job Context:
∎ TEAM/ PROGRAMME: "Municipalities Network Advocacy on Sanitation in South Asia"
∎ PURPOSE OF THE POSITION:
∎ This position of United Cities and Local Government - Asia Pacific (UCLG ASPAC) "Municipalities Network Advocacy on Sanitation in South Asia" project in Bangladesh and Nepal will assist the Regional Manager for the project areas. The incumbent will also assist in planning, developing and implementing MEAL related system, tools, activities and build purposeful relationship with all technical and implementing partners of the project in both countries. This position will be based in Dhaka with periodic travel to Nepal and reports to Regional Manager in close professional working relation with Technical Partners.
∎ Reports to: Regional Project Manager, Jakarta.
∎ Dimensions: Program`s Dhaka MAB office base with at least 30% field visit in both Bangladesh and Nepal.
∎ Staff directly reporting to this post: None.

Job Responsibilities:
∎ KEY AREAS OF ACCOUNTABILITY:
∎ Major tasks of the MEAL expert and outputs will include but not be limited to:
∎ SUPPORTING DELIVERY OUTPUTS:
∎ Support Municipal Association of Bangladesh and Municipal Association of Nepal in consultation with Technical Partners (SNV and EnPHO) and Regional Project Manager to produced information communication products in a periodical manner.
∎ Prepare minutes of Project meetings/ skype calls, circulate minutes, preserve in an accessible manner.
∎ Support to MAB/MuAN for Web-based information sharing at their existing websites, linking with other relevant websites, YouTube, etc.
∎ Maintain/streamline monthly & periodic reporting from partners; work with partners to identify issues with reporting and ways to solve them;
∎ Coordinate to develop project relevant IEC materials, case reports, Good practice reports under objective 2 and as required.
∎ ADVOCACY:
∎ Development of the monitoring and evaluation framework for FSM for advocating to JMP.
∎ Initiate to use GIS mapping for Pilot municipalities based on Baseline assessment, FSM priority/response/Gap maps and other maps as agreed by the partners when required for advocacy.
∎ Develop Shit Flow Diagrams (SFD) of the different municipalities, and other related graphics, as a support tool for advocacy.
∎ Work with stakeholders, FSM Network to identify information gaps and propose ways to bridge those gaps for advocacy.
∎ MONITORING AND REPORTING THE IMPLEMENTATION OF THE PROJECT:
∎ Undertake to develop monitoring system (both method and tools, indicators) following Result Framework Tracker of the project with the focus of Institutional development of Associations and FSM.
∎ Regular monitoring visits/responses/quality controls of partners field activities.
∎ Identify and address gaps in regular quality reporting against the FSM area indicators of service delivery (quantity, quality, coverage, continuity and cost) through communication and discussions with stakeholders, technical partners and provision of technical support for timely and quality reporting.
∎ Follow up Base line survey data of Ten Municipalities for analysis of the FSM situation in both countries and measuring impact of interventions.
∎ Regular maintenance and ongoing improvements to monitoring and data management systems and tracking tools will be an integral component of the MEAL specialist.
∎ In collaboration with technical partners, the MEAL specialist will develop evaluation system and reports for internal shearing.
∎ TRAINING/CAPACITY BUILDING:
∎ Assist in developing relevant training tools / guideline for different trainings and workshops in both countries for municipalities to review the progress of project results.
∎ Assist in organizing different events at project site level, produce event reports.
∎ Provide technical support to beneficiaries as advised by the regional manager.
∎ Provide facilitation and technical activities related to governance/advocacy.
∎ REPRESENTATION:
∎ Represent UCLG ASPAC in workshops, meetings, networks and events in consultation with team members when required or requested by MAB/MuAN focal persons.
∎ Miscellaneous: Ready to work to respond to any emergency call / situation anywhere in Bangladesh or Nepal.

Additional Requirements:
∎ WORKING EXPERIENCE:
∎ At least 8 years' experience of which 3 years in specialist position in the area of Monitoring and Evaluation in the area of WASH/Public Health/Environmental Management/Urban Planning Policy advocacy, Communication and networking, Developing WASH/FSM relevant communication and learning materials, preferably in any international organization.
∎ Working experience with any reputed regional and international organizations will be given preference.
∎ SKILLS
∎ Ability to make recommendations for improvements to current monitoring systems.
∎ Demonstrated ability to communicate results into easy to understand materials and reporting, with data visualization expertise.
∎ Experience in WASH / public health program monitoring and reporting.
∎ Language Skills: Superior communications skills (verbal and written). Fluency in English - both reading and writing - is essential.
∎ Other Specific Skill Requirements: Excellent judgment, problem solving and decision making skills. Outstanding critical thinking skills, attention to detail, accuracy and ability to think 'outside the box'. Excellent interpersonal and collaboration skills, tact and discretion.
