Job Context:
∎ a) Background ;
∎ Municipal Association of Bangladesh (MAB) and Municipal Association of Nepal (MuAN), with the collaboration of Govt. departments and development partners, have been implementing a number of development programs for enhancing the capacity of municipalities to address pro poor local Governance. In 2017 MAB and MuAN have been mandated by United Cities and Local Governments Asia Pacific (UCLG ASPAC), with the support from Bill and Melinda Gates Foundation (BMGF), to implement the project titled `Municipalities Network Advocacy on Sanitation in South Asia`.
∎ MAB has been continued to access support from UCLG/ BMGF to manage the Project Second Phase in Bangladesh.
∎ b) Goal of the Project ;
∎ Municipalities and Municipal Associations have strengthened capacity to contribute in designing and implementing robust and effective policies and in developing sustainable financing strategies on sanitation, particularly on Faecal Sludge Management (FSM) and Non-Sewered Sanitation (NSS).
∎ Primary Outcome 1.
∎ Demonstrate innovation on SDG 6.2 measurement by mobilizing cities in South Asia
∎ Primary Outcome 2.
∎ Documentation of the Municipal-led investment for CWIS and FSM in South Asia is available.
∎ Primary Outcome 3.
∎ SDG 6.2 are mainstreamed into the regional agenda through advocacy, knowledge exchange and joint activities among municipalities in the Asia-Pacific region.
∎ c) Purpose of the position;
∎ This position of MAB under "Municipalities Network Advocacy on Sanitation in South Asia" project in Bangladesh will assist the Project under the supervision of Admin & Finance Manager for the MAB office in Dhaka. Along with Accounts and administrative functions, the incumbent will assist in financial planning, budgeting, financial report preparation, logistics arrangement, organizing events and activities as per project required. This position will be based in Dhaka with periodic travel to field as required.
Job Responsibilities:
∎ Major tasks of the Admin and Accounts officer will include but not limited:
∎ Maintain the whole accounting system in Tally ERP-9 and conventional (e.g. Ledger book etc.) approach.
∎ Ensuring the everyday and real time entry towards Tally ERP-9 software of all transactions.
∎ Prepare all types of vouchers, advance payments, Vendor payments with required approval and timeline, Must be able to regularly prepare & maintain vouchers for all transactions with proper supporting and good filing system.
∎ Settle all advance within 15 days with parties/staffs/members
∎ Maintain petty cash as per organization's policy of petty cash management, liable for petty cash safe guard
∎ Prepare & disburse TA/DA bill of all relevant staffs and association members following organizational procedure and within 15 calendar days.
∎ Implementation of internal control, accounting and financial reporting systems, monthly, Quarterly and Annual, also donor required reports generation and submit to top management within stipulated time.
∎ In close consultation with the PC , monitor the programme budgets and ensure accurate accounting, authorization and internal control procedures, identify and address significant variances
∎ Assist in preparing cash forecast and cash request to MAB Executive committee and Donors.
∎ Assist in carry out month/year end closing procedures and reporting in line with requirements
∎ Manage accounts and correspondence with bank (Cash withdrawal, deposits, cheque book request, BEFTN, cheques for clearance, account opening and closing, signatory changes)
∎ Provide support and coordinate internal & external audits as required without any delay in timeline
∎ Maintain compliance in managing office Attendance, Access control in office, staff leave, Assist PC to staff performance management, hire, evaluation files of staffs
∎ Manage tasks related to staff benefit, Assist PC to organize training and development,
∎ Ensure support relating to travel of staff and donors/ visitors: visa, tickets, arranging transfer/fleet and accommodation arrangements.
∎ Responsible to distribute all incoming and outgoing Faxes/letters and documents of the association.
∎ Create and maintain a national and international contacts lists (telephone, mobile no., e-mail and address lists) regularly.
∎ Briefing/induction packs for new starters and visitors.
∎ Ensuring the office and accommodation are maintained and cleaned to a high standard.
∎ Training/Meeting/ Event logistics support :
∎ Assist in organizing venue, food, accommodations for participants, honorarium and local travel for participants at National or Regional / District level different events.
∎ Representation;
∎ Represent, Participate and contribute in workshops, meetings, networks when required or requested by MAB.
∎ Miscellaneous;
∎ Ready to work to respond to any emergency call / situation anywhere in Bangladesh or beyond.
∎ Ready to work to respond to any other assignments whenever required.
Additional Requirements:
∎ At least 3 years' experience of which 2 years in development organization preferably in any international organization.
∎ Ability to make recommendations for improvements to current accounting system.
∎ Demonstrated ability to communicate results into easy to understand materials and reporting, with data visualization expertise.
∎ Experience in multi sector programs and multiple reporting .
∎ Language Skills: Fluency in both Bangla and English - reading and writing - is essential. Knowledge of Bangla and English typing must be well acceptable.
∎ Have good computer skills on in MS Word and Excel
∎ Must have knowledge on writing Note sheet
∎ Ability to work effectively and harmoniously virtually with colleagues to achieve team goals.
∎ Ability to listen and appreciate alternative perspectives.
∎ To work in multicultural team.
∎ To be non-discriminatory and gender sensitive.
