Job Context:
∎ Duty Station: Dhaka, Bangladesh. Field visits in 4 city corporations (DNCC, DSCC, Gazipur City Corporation and Narayanganj City Corporation)
∎ Contract Duration: 4 Months from the signing of the contract.
∎ Contract Type: Contract with E-Zone.
∎ Contract Start Date: 15th April, 2023
∎ Reporting to: Social and Behaviour Change (SBC) Manager, UN Agency, Bangladesh.
∎ Purpose:
∎ The purpose of the assignment is to hire a National SBC Consultant, who will provide technical support for developing SBC strategy for Urban Primary Health Care (PHC) in consulting with Health and Nutrition section of UNICEF, relevant counterparts, implementing partners, beneficiaries, and other stakeholders. Specifically, the consultant will do the following:
∎ Undertake a comprehensive desk review related published and unpublished data, national and county strategies, guidelines, policies, best practices, materials, and messages to identify gaps and recommendations
∎ Facilitate a consultative process to get inputs from key stakeholders and urban PHC beneficiaries on problems, barriers, desired behaviours, and strategic approaches of SBC issues
∎ Develop and finalise SBC strategy on Urban Primary Health Care incorporating feedback from stakeholders
∎ The hiring the consultant will follow a UNICEF standard competitive process.
∎ Consultancy Cost:
∎ The consultant will get BDT 300,000.00 per month consolidated (inclusive of lumpsum travel allowance).
∎ Consultant will be responsible to pay all taxes as per government rules and regulations. E-Zone will make statutory deductions towards income tax as per government rules and regulations
∎ Administrative Issues:
∎ The consultants will report to the SBC Manager, UN AGENCY and submit the deliverables outlined under-reporting requirement.
∎ For payment by E-Zone on due time, the Supervisor will forward the certified attendance sheet and confirmation of receiving expected deliverables for the respective period.
∎ If the consultants required to travel outside their duty station, prior approval will be required, then travel costs will be reimbursed at actuals and DSA will be provided at 2,500-taka rate per day.
∎ Consultant will be responsible to pay all taxes as per government rules and regulations.
Additional Requirements:
∎ Have extensive understanding about Social and Behaviour Change, Community Engagement and participatory design and planning
∎ At least 8-10 years progressive working experience in communication for development field and implementation of social and behaviour communication activities
∎ Experience in conducting qualitative research on health, nutrition, and Knowledge Attitude Behaviour and Practice
∎ Work experience in community engagement activities (working with urban committees, groups, volunteer, club members, adolescents etc.)
∎ Have knowledge on Government Health Service delivery system, and management including coordination amongst the line ministries MOHFW), MOLGRD&C, LGI etc.,
∎ Work experience in developing and guiding campaign material development
∎ Track record of working with UN, Government.
