Consignee

The consignee is the party—an individual or business—who is legally designated to receive a shipment of goods at its final destination. 

Key responsibilities:

  • Receive and inspect goods: Upon arrival, the consignee is responsible for confirming the shipment's contents and checking for any damage or discrepancies against shipping documents, such as the Bill of Lading.
  • Manage customs clearance: For international shipments, the consignee (or their agent) must ensure all import regulations are met and that the correct documentation is filed with customs authorities. This is a critical step to avoid delays and penalties.
  • Pay duties and fees: The consignee is often responsible for paying import duties, taxes, and other applicable port or handling fees to secure the release of the goods.
  • Handle documentation: They must meticulously manage and verify shipping paperwork, including the bill of lading, commercial invoice, and packing lists.
  • Resolve issues: The consignee handles any problems, such as damaged or missing items, by filing claims with the carrier or insurer.
  • Arrange storage or distribution: Once the goods are received and cleared, the consignee is responsible for moving them into storage or arranging for their final distribution. 
  • Surveyor
  • A marine surveyor is a specialist hired to perform inspections, assessments, and valuations of ships, cargo, and marine equipment to ensure safety, compliance, and quality. The term "mother vessel surveyor" specifically refers to a surveyor dealing with a primary, long-haul vessel. 
  • Conduct inspections: A surveyor performs detailed inspections of the vessel's hull, machinery, equipment, and systems to ensure they meet safety regulations and industry standards.
  • Assess cargo: A cargo surveyor, for instance, is appointed by the cargo owner to supervise the loading, unloading, and condition of goods and to conduct draft surveys to determine the weight of the cargo.
  • Perform damage assessments: Following an accident or incident, a surveyor will investigate the cause, assess the extent of the damage, and prepare reports for insurance claims or legal proceedings.
  • Ensure compliance: Surveyors verify that the vessel and its operations comply with regulations set by international bodies like the International Maritime Organization (IMO) and local government authorities.
  • Prepare reports and certifications: They document their findings in detailed technical reports and issue certifications attesting to the vessel's seaworthiness, safety, or cargo handling compliance.
  • Provide expert consultation: Experienced surveyors offer expert advice on ship design, modifications, repairs, and maritime best practices.
