Responsibilities & Context:

Procurement Planning & Execution

  • Develop and execute annual and seasonal procurement plans for paddy.

  • Ensure procurement plans are aligned with production schedules, sales forecasts and stock levels.

  • Make timely and data-driven buying decisions based on market conditions and business requirements.

Market Intelligence & Supplier Development

  • Continuously monitor national market supply, seasonal production, price fluctuations and competitor strategies.

  • Identify, verify and maintain a strong database of local farmers, traders, millers and wholesalers.

  • Develop new suppliers and nurture long-term strategic supplier relationships.

Negotiation & Policy Compliance

  • Lead negotiations on pricing, payment terms and contract conditions.

  • Secure cost-effective procurement deals while ensuring quality and supply reliability.

  • Ensure all procurement activities strictly follow company policies and procurement guidelines.

Quality & Field Procurement Supervision

  • Oversee paddy compliance against quality specifications, including moisture, grain quality and purity.

  • Coordinate closely with the Quality Control team for sampling, grading and quality verification.

  • Supervise field-level procurement activities, including collection, weighing, loading and logistics.

  • Conduct regular field visits to ensure transparency, prevent irregularities and maintain supply chain efficiency.

Inventory, Budget & Reporting

  • Coordinate with store, production and distribution teams to track inventory turnover and safety stock.

  • Ensure uninterrupted raw material supply without overstocking or production delays.

  • Manage procurement budgets and implement cost-optimization initiatives.

  • Prepare regular market intelligence, stock and procurement performance reports for Head Office review.

Team Supervision & Risk Management

  • Lead, mentor and evaluate the Purchase Officer by setting clear targets and monitoring daily/monthly outputs.

  • Identify procurement risks such as price volatility and seasonal shortages.

  • Build alternative sourcing channels for emergency procurement situations.

  • Coordinate with Finance to facilitate timely supplier payments.
