Job Context:
∎ The role will maintain a centralized database of indicators for IRC PHCC/IMTs, and will ensure that all data collection systems are appropriate for each sector and are responsive to the program`s data collection needs. This role must familiarize him/herself with the program components, activities, and donor reporting requirements. (S)He will review and consolidate data from multiple indicators and sectors every day, and will be responsible for providing daily reports through the MEAL system to technical coordinators, managers, and others who review data.
∎ The position will collaborate with partner organization, IRC technical coordinators, managers and facility in-charge to train their teams on correct use of data collection tools and to adapt the M&E systems for their sector`s needs. (S)He will be responsible for regularly reporting progress on indicators internally and externally, particularly to donors and clusters.
∎ The person will maintain the mobile data collection system, adding and amending forms as required. The MEAL officer will consolidate data on indicators into one database. As needed, (S)He will organize and coordinate assessments by training surveyors, enumerators and/or data entry clerks. This role will report directly to the MEAL Coordinator.

Job Responsibilities:
∎ Reporting:
∎ Input into 4Ws, Activity Info, and any other tools/templates to report to the working groups and other coordinating bodies
∎ Contribute data on indicators into proposals and reports to donors
∎ Consolidate data from multiple tools, sectors, donors into one centralized database
∎ Generate reports for sector teams, flagging under-performing indicators or program quality issues
∎ Generate internal reports, including a narrative and charts/graphs, to display feedback from all mechanisms while working closely with partner organization
∎ Data Collection and Program Quality:
∎ Work with partner organization, technical coordinators, mangers and facility in-charge to develop surveys, tools, templates to support data collection (paper-based tools and mobile data collection tools)
∎ Ensure that program staff are collecting and reporting on the required/all indicators in a timely manner (according to the M&E framework)
∎ Lead focus group discussions, as needed and as appropriate, with service providers, beneficiaries, and others
∎ Carry out site visits to program activities to ensure that data collection tools are being used correctly.
∎ Ensuring IRC program staff and partner staff are recording and capturing feedback data in a timely manner and are using the collection tools appropriately
∎ Training:
∎ Train and supervise contract data enumerators, data entry clerks, or surveyors, as needed
∎ Provide MEAL orientations and training to non-M&E staff on data collection tools, MEAL basics, and mobile data collection tools (tablets and phones)
∎ Build the capacity of partner organizations' staffs
∎ Administrative Tasks:
∎ Translation of tools, surveys, and other documents to/from English and Bangla
∎ Data entry
∎ Completing paperwork required for purchase requests, contracts for short-term workers, etc.

Additional Requirements:
∎ At least 2 years of relevant experience
∎ Written and spoken fluency in Bangla, Chittagong and English
∎ Advanced Excel and Microsoft Word abilities
∎ Experience with or interest in mobile data collection (Kobo, Compare, ODK)
∎ Attention to detail
∎ Experienced in data management software will be highly appreciated
∎ People who have knowledge in Chittagogian language will get preference

Salary: Negotiable
