Educational Requirements:

Job Context:
∎ Type of Contract: Fixed Term Contract Up to 31 December 2022
∎ Duty Station: Head Office, Dhaka.
∎ Job Purpose: This position is responsible for providing strategic guidance and leadership in developing and implementation of the overall Monitoring, Evaluation, Accountability and Learning strategy to the above mentioned health programme. The MEAL advisor will be engaged throughout the Project Cycle Management (PCM) to implement and integrate MEAL strategies and activities. S/he will be responsible for monitoring and evaluating project performance (timely, high quality, impact) and for developing knowledge packages to widely disseminate learnings. Day-to-day activities include ensuring MEAL requirements are fulfilled in line with donor compliance requirements, timeliness and accuracy of MEAL reporting, and capacity building of cross-functional teams.

Job Responsibilities:
∎ Monitoring and Evaluation:
∎ Design and development of MEAL strategy and plan for the Consortium and develop an MEAL working group ensuring active participation of all partners
∎ Develop detailed M&E activity plans with consortium team members and liaising with Programme staff to ensure that all roles and responsibilities are agreed, understood, managed, and implemented to plan
∎ Lead situational assessment and information collection for development of the detailed implementation plan
∎ Support development of Theory of the change and log frame of the programme.
∎ Analysis of monitoring data and present report to programme management for decision making and reporting to donor
∎ Capacity building and Technical assistance to all consortium partners Responsible for managing MEAL process across the consortium
∎ Ensure quality and efficiency of Annual outcome monitoring survey design, tool development, data collection, data analysis and reporting
∎ Plan and facilitate workshops with Programme and M&E staff to complete detailed activity planning and M&E planning
∎ Manage the Programme Toolkit (including log frames, M&E plans, activity, output, and outcome tracking)
∎ Ensure that programme base line, mid line and end line studies are conducted with sound methodology at project and contextual level, peer reviewed, documented and disseminated as per requirement
∎ Actively manage relationship between Programme staff and M&E team to ensure the relationship is supportive, coordinated, and that the M&E system is meeting the programme team's needs in terms of enabling them to apply adaptive results-based management practices
∎ Accountability and Learning:
∎ Analyze M&E data and summarizing it into accessible, understandable, useful information for programme teams to use for decision-making and applying adaptive and results-based project and programme management
∎ Identify and manage effective and efficient information sharing mechanisms that are useful and supportive for programme staff
∎ Ensure accountability and learning through planning and facilitating periodic progress reviews (at the activity and output levels) and results-based reviews (at the outcome level) and M&E and Programme staff for the programme
∎ Support external consultants and evaluators
∎ Conduct or commission operations research or studies, ensuring methodological rigour and produce research publications and the visibility of research findings
∎ Oversee efforts to promote documentation and sharing of programme impact and learning, ensuring sharing of lessons learnt between programmes in country and other country programmes and Concern offices, government and other non-governmental organisations
∎ Actively promote sharing of learnings from baselines, end-lines, reviews and evaluations internally and externally.
∎ Provide input to project learning reviews and donor reports, as required
∎ Capacity Building:
∎ Develop and implement needs-based training for relevant staff on PCMS and PM&E tools, concepts, and their application
∎ Identify external capacity building opportunities for Programmes and M&E staff in relation to programme planning, monitoring and evaluation
∎ Expose staff to a range of PM&E methodologies for the collection of both qualitative and quantitative data
∎ Build the capacity of the programme teams to develop suitable indicators to measure programme activities at outcome and impact level
∎ Research, Analyze and disseminate to staff relevant/ new approaches, concepts and frameworks, and learning from Concern, stakeholders, and the wider development sector
∎ Promote and ensure compliance with the requirements of Concern's HR policies, Concern's Code of Conduct and its associated policies and Core Humanitarians Standards to ensure accountability and maximum protection to programme beneficiaries
∎ Implementation of Core Humanitarian Standard (CHS): Ensure that the CHS of accountability is conceptualized and implemented by the project and partners:
∎ Orientating partner NGOs and other stakeholders on the CHS standards and the Complaints Response Mechanism (CRM) established for the project.
∎ Ensure that the CRM is implemented within the project(s) and by the partner NGO(s).
∎ Continually improve Programme quality by using the learnings from M&E of the project.
∎ Emergency Response Deployment:
∎ As part of Concern's emergency response, you may be called upon within 24 - 48 hours' notice to serve the organization anywhere in Bangladesh. In the event of the need for emergency response, you will be briefed on your role and responsibilities by the relevant members of the Concern management structure.

Additional Requirements:
∎ At least 8 years progressively responsible professional work experience at senior level in monitoring, and evaluation within a development organisation/NGO.
∎ Must have proven experience of managing monitoring, evaluation and learning function of large health programme
∎ Knowledge of quantitative, qualitative and mixed method monitoring techniques and their application in health programmes ,
∎ Demonstrated experience in setting up and managing Monitoring and Evaluation systems that track performance as per the project and programme results frameworks.
∎ Strong knowledge of programme and project design with experience of developing and working with theory of change, log frames and indicator tracking.
∎ Experience of data collection and processing/analysis, facilitation and interviews with groups and individuals.
∎ Experience designing and leading baselines, midterm reviews, end lines and evaluations of development and humanitarian programmes
∎ Experience in preparing analysis and learning reports, particularly related to analysis of programmes and contextual issues.
∎ Experience of managing a team of highly capable staff independently.
∎ Proven ability to document and disseminate information in Bangladesh.
∎ Experience in networking and liaison with GoB and NGOs and research institutions
∎ Knowledge and experience of latest developments in a specific sector or approach would be an advantage
∎ Strong oral and written communication skills in English
∎ International experience would be an advantage.

Salary: Tk. 146538 (Monthly)
