Responsibilities & Context:

Project Name: Noakhali Flood Early Recovery Project

Project working area: Noakhali Sadar upazila and Subarnachar Upazila.

Noakhali Flood Early Recovery Project is aligned with the National Strategy for Disaster Response and Recovery, particularly in the areas of water, sanitation, hygiene (WASH), livelihood restoration, shelter, and infrastructure rebuilding. By addressing the immediate needs of flood-affected communities and focusing on long-term recovery and resilience, the project supports the government’s efforts to reduce vulnerability and enhance community preparedness for future disasters.

The project directly contributes to several Sustainable Development Goals (SDGs), including:

• SDG 6 (Clean Water and Sanitation)

• SDG 3 (Good Health and Well-being)

• SDG 1 (No Poverty)

• SDG 5 (Gender Equality)

Key Deliverables:

  • Provide leadership in planning, developing, and implementing a robust M&E system for emergency response, ensuring alignment with donor requirements.
  • Develop and maintain M&E tools, methodologies, and frameworks, including data collection, validation, and reporting systems.
  • Ensure the M&E system is an essential management tool, enabling the project team to assess progress against benchmarks.
  • Collaborate with the project team and partners to establish clear and transparent criteria for beneficiary selection during emergencies.
  • Support a fair and accountable beneficiary selection process through field-level validation, community consultations, and proper documentation.
  • Lead the data validation process to ensure the accuracy of beneficiary information, utilizing Kobo and other digital tools for tracking.
  • Conduct regular field visits to monitor the progress of emergency response activities, including food distribution, shelter provision, CASH for work and other project initiatives.
  • Implement ongoing monitoring during emergency responses, ensuring data on immediate needs and distribution is accurately captured.
  • Utilize digital tools (e.g., Kobo) for real-time data collection, ensuring data accuracy and timeliness for decision-making.
  • Prepare and maintain a monitoring calendar, ensuring timely collection and submission of data for progress assessments.
  • Develop and implement post-distribution monitoring plans to evaluate the effectiveness of aid distribution, beneficiary satisfaction, and any gaps in delivery.
  • Conduct data audits to ensure the quality and integrity of M&E data across all emergency response activities.
  • Perform validation of data collected from field teams and partners, ensuring compliance with M&E standards and protocols.
  • Lead the M&E capacity-building initiatives for staff, partners, and field facilitators, ensuring they understand M&E processes, tools, and data collection techniques.
  • Coordinate closely with World Vision (WV) and partner technical staff for monitoring and reporting activities, ensuring alignment with annual monitoring and output-level indicators.
  • Ensure all M&E systems are functional and support the tracking of project outcomes and impact on beneficiaries.
  • Conduct field visits and remote monitoring to ensure resources are reaching intended beneficiaries and that project objectives are being met.
  • Ensure donor reporting with error-free data on time, and also take the initiative for implementing WVB standard accountability mechanism at field level.

This position is a contractual position for 08 months with possibilities of extension.
