• Master’s degree in Public Health, Social Work, Development Studies, Gender Studies, or a closely related field; or a Bachelor’s degree in a relevant discipline with substantial demonstrated experience.

• Minimum 5 years of progressively responsible experience in project management in the NGO or development sector in Bangladesh.

• Demonstrated experience managing multi-component, multi-site projects with vulnerable or marginalized populations (e.g., sex workers, transgender communities, persons living with HIV, or comparably stigmatized groups).

• Proven ability to manage donor-funded projects with robust financial and programmatic compliance requirements;

• Experience supervising field staff and coordinating multi-disciplinary teams across geographically separate locations.

• Proficiency in MS Office (Word, Excel, PowerPoint) and standard program monitoring tools.

• Knowledge of Bangladesh’s NGOAB regulatory framework and reporting requirements.

• Familiarity with disability-inclusive and gender-affirming service delivery approaches.

• Prior experience working in Savar, Old Dhaka, or comparable urban/peri-urban contexts with highly marginalized communities.

• Experience in child protection programming and knowledge of relevant social protection schemes in Bangladesh.

• The position is based primarily at the Shakti Training and Research Center (STARC) in Savar with regular field visits to Old Dhaka (minimum twice per month and during events).

• Regular travel between both project sites is required throughout the project period; travel stipend is provided as per the approved budget.

• The role requires occasional evening or weekend availability during health camps, community events, and reporting deadlines.

• The project environment involves direct and indirect engagement with FSW, transgender individuals, and children who have experienced significant trauma; emotional resilience and strong professional boundaries are essential.

• The Program Manager will be expected to maintain strict confidentiality regarding participant information at all times.



Responsibilities & Context:

Shakti Foundation for Disadvantaged Women is a Bangladeshi NGO established to provide sustainable development support to women living in poverty. For over three decades, Shakti Foundation has worked at the intersection of microfinance, health, and climate change to promote the rights and dignity of Bangladesh’s most marginalized communities.

 

The Circle of Care is an integrated development project across two sites in Savar and Old Dhaka.  The project targets 200 individuals: female sex workers (FSW), their children, and transgender individuals. It is structured around five integrated pillars: (1) market-oriented vocational training, (2) an Entrepreneurship Development Program (EDP), (3) free primary healthcare and sexual and reproductive health services, (4) trauma-informed mental health and psychosocial support, and (5) dedicated child-focused support.

• Oversee and coordinate the delivery of all five project pillars in strict adherence to the approved implementation timeline.

• Coordinate with technical training partners to maintain vocational content quality and program standards.

• Directly supervise and support two Community Outreach Workers, providing regular performance feedback and guidance on field-level engagement with beneficiary communities.

• Facilitate mandatory pre-project staff training to ensure all personnel are equipped with technical competencies, trauma-informed care principles, cultural sensitivity, and non-discriminatory practices before activities commence.

• Conduct monthly staff meetings bringing together personnel from both sites to assess progress, surface challenges, and ensure operational consistency and quality across locations.

• Lead participatory community mapping and comprehensive baseline needs assessments covering health, livelihoods, skills, and psychosocial needs.

• Implement a proactive retention strategy including early disengagement monitoring, individualized case management, and follow-up through home visits or referrals.

• Design and apply a robust monitoring framework using standardized checklists, anonymous written feedback from trainees, participant attendance, progress, health outcomes, and psychosocial well-being throughout the project period.

• Ensure that dedicated safe spaces are established and maintained for all counselling, health, and psychosocial sessions, with strict confidentiality and dignity protocols upheld at all times.

• Maintain comprehensive program records including beneficiary profiles, training records, attendance registers, health camp data, and economic tracking data.

• Maintain all financial and programmatic including safeguarding records, procurement documentation, and receipts for events and administrative expenditures.

• Maintain strong coordination with technical training partners, ensuring effective delivery of vocational content and adherence to program standards.

• Ensure that all project activities are grounded in principles of informed consent, confidentiality, do-no-harm, and cultural sensitivity in line with Shakti Foundation’s institutional policies.
