Additional Requirements:
  • Age 18 to 60 years
  • Strong knowledge of M&E principles and frameworks, including accountability and learning systems aligned with CHS standards.

  • Expertise in survey design, data collection, and information management, using tools such as KoBoToolbox, ODK, and digital MIS platforms.

  • Proficiency in data analysis and reporting, utilizing SPSS, Power BI, or similar tools to generate actionable insights for decision-making.

  • Effective communication skills, with the ability to produce high-quality reports and present findings to diverse stakeholders.

  • Robust data management and quality assurance skills, ensuring accuracy, consistency, and ethical use of large datasets.

  • Strong project and time management abilities, capable of handling multiple priorities in dynamic humanitarian settings.

  • Demonstrated leadership, teamwork, and stakeholder engagement, working collaboratively with government, partners, and communities.

  • Adaptive, analytical, and innovative mindset, able to respond to changing contexts and introduce improvements in M&E processes.



Responsibilities & Context:

BRAC is an international development organisation founded in Bangladesh in 1972 that partners globally with over 100 million people living with inequality and poverty to create opportunities to realise their potential.

The Senior Project Officer (MEAL) leads Monitoring, Evaluation, Accountability, and Learning functions for the FSSL Sector under the HCMP, ensuring the effective design and implementation of robust MEAL and information management systems aligned with BRAC’s strategic priorities. The role ensures high-quality data collection, analysis, and reporting to measure programme impact, strengthen accountability to communities, and drive evidence-based learning and decision-making.

Programme & MEAL System Development

  • Support the development and implementation of log frames, MEAL plans, and IPTTs for new and ongoing projects in alignment with the HCMP strategy.

  • Support emergency response monitoring using the Humanitarian Response Master Log frame/Results Framework.

Monitoring

  • Support to develop Quality Benchmarks for ongoing projects and ensure they are rolled out effectively across sectors.

  • Ensure the collection, synthesis, and analysis of data for lessons learned to inform programme design.

  • Support to design appropriate tools and methods for measuring the effectiveness and impact of ongoing projects.

Accountability

  • Ensure that the related reporting personnel understand program accountability to communities, through coaching, mentoring, and regular training.

  • Assist to strengthen the accountability system within the FSSL Sector, ensuring it is more comprehensive and action-oriented.

Information Management

  • Ensure data from multiple sources is properly collected, stored, and organized in a user-friendly manner.

    Maintain and update data dashboards to provide real-time access to key project indicators.

Research, Evaluation & Learning

  • Support in conducting different studies, impact assessment, needs assessments and independent reviews across various project sites under the FSSL Sector in the Cox’s Bazar office.

    Facilitate coordination between the MEAL team and programme staff to ensure lessons learned from M&E activities are incorporated into project planning.

People Management & Development

  • Assess capacity gaps and deliver regular training to responsible programme personnel to strengthen data provision and programme quality understanding.

    Define clear objectives for field-level monitoring activities, coordinate task assignments, and ensure team alignment with project goals.

Safeguarding

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so
