B.Sc.  in Civil engineering, Master in disaster management will be highly preferable

  • Willing to be flexible in taking responsibilities as per project needs

  • Previous experience with Red Cross Red Crescent movement is an asset.

Skills and knowledge:

  • Fluent knowledge of Bengali and English, both oral and written, is required.

  • Required good command of MS software (Excel, Word, Outlook) and PowerPoint.

  • Good interpersonal and intercultural skills, the ability to communicate clearly and effectively and build relationships at all levels.

  • Strong organizing, training and communication skills

Responsibilities & Context:

Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to vulnerable people over the last 53 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position of German Red Cross supported BMZ Project, Cox`s Bazar:

Duration of contract: Up to 31 December 2026 (with possibility of extension).

Reportable to : Director & Head of Operation of PMO, BDRCS

Purpose:

The Transitional Aid project is a multiyear project started in 2019 targeting the host and the guest communities of Cox’s Bazar. The project targets most vulnerable communities in coordination with local stakeholders and actors. The project aims to improve the living condition of the most vulnerable by strengthening the resilience of refugees and host communities through Disaster Risk Management, livelihood interventions and strengthening the emergency response capacities of the National Society (BDRCS) in Bangladesh.

Based on the project objectives, the BDRCS Coordinator-BMZ Transitional Aid is primarily responsible for project coordination, liaison with Bangladesh Red Crescent Society (BDRCS), Population Movement Operations (PMO) and BDRCS National Headquarter (NHQ) for project activities implementation related policy procedures and management decisions. The coordinator will provide regular support to the project team colleagues at field/office, keeps functional professional relationship in organisation as well with German Red Cross (GRC) technical team.

Overall, Roles and Responsibility in host and guest communities:

  • Program Management & Coordination – Designing, planning, and ensuring the quality implementation of projects interventions, such as Livelihoods, Disaster Risk Reduction (DRR) and National Society Development initiatives.

  • Coordination, Advocacy & Stakeholder Engagement – Strengthening relationships with government agencies, international organizations and National organizations to promote project activities and its impact at community level.

  • Monitoring & Reporting – Conducting periodic supervision of field activities and preparing reports for stakeholders, MEAL unit, donor etc.

  • Project Coordination and representation on behalf of BDRCS/GRC as per project requirement

  • Liaison project procedures/approvals within BDRCS and with external stakeholders including Government relevant departments.

  • Spend 80% of your time in the field for guiding, mentoring and ensuring supportive supervision and ensure that design activities comply with the demand of the community people.

  • Keep close communication with PMO management and BMZ -TDA colleagues and organize monthly project progress sharing meeting in Teknaf and Cox’s Bazar location.

  • Keep close coordination with PMO management, Unit level Officer and German Red Cross colleagues to strengthening the professional relationship among stakes.

  • Support the team colleagues in administrative requirements and project implementation in the field

  • Ensure proper documentation of the assigned field activities including systematic archiving of the project documents.

  • Work with German Red Cross technical colleagues to plan, develop different intervention implementation document, including inception and exit strategies.

  • Perform as per request, the roles and responsibilities of the Coordinator may be reviewed as the project progresses through the implementation phase.

Finance and Administration:

  • Budgeting & expenses tracking – Preparing annual budgets, Detail Implementation plans, and implementation guidelines and sharing with field colleagues about their engagement and responsibilities

  • Facilitate the team colleagues to prepare error free financial documents and submit to the relevant colleagues/Assistant Finance and Admin Officer of BDRCS.

  • Ensure that all financial bill vouchers are closed duly on time, with quality, proper documentation and submission within the timeline.

  • Ensure that submitted bill voucher are error free and maintain the compliances of German Red Cross and BDRCS financial policy.

  • Validate all liquidations where he/she is assigned responsible.

Human Resources:

  • Capacity Building – Organizing training sessions and knowledge-sharing initiatives for staffs, volunteers and project beneficiaries, so that they can independently facilitate different training, meeting and workshop at community and organization level.

  • Coordinate and Manage BDRCS project resources engaged in the project.

  • Support the team in identifying training needs.

  • Abide by and work in accordance with the Red Cross/Red Crescent principles and values.

  • Maintain an efficient and harmonious working environment among employees, partners and managers.

  • Strictly adhere to security rules and ensure security compliance for line managed staff.

Lateral relationships:

Establish and ensure effective working relationships with members in the team of GRC/IFRC, PNSs, and respective RC unit.
