Experience:
Minimum bachelor’s degree in business administration, Entrepreneurship, Economics, Development Studies, or a related field. Master’s degree is preferred in the same area.
Candidate with qualification in social entrepreneurship, vocational education management or similar will get advantage.
NSDA Level 4/5 certification on CBT&A Methodology Trainers & Assessors or equivalent national accreditation vocational training management and livelihood development is necessary.
Minimum 5 to 7 years of progressive experience in livelihoods, entrepreneurship, or youth employment programming within development or humanitarian contexts.
Proven track record in job placement facilitation, business start-up support, and enterprise development for vulnerable or displaced youth populations.
Demonstrated experience in market assessment, partnership development, and private sector engagement, preferably in fragile or displacement-affected settings.
Strong understanding of gender equality, disability inclusion, safeguarding, and occupational health and safety (OHS) standards.
Experience working in Cox’s Bazar or comparable humanitarian contexts is an asset.
Strong analytical, negotiation, and networking skills to build partnerships with private sector entities, CSOs, and market actors.
Proficiency in business planning, marketing, entrepreneurship development tools, and market linkage facilitation.
Familiarity with NSDA/NTVQF standards, green skills frameworks, and national labour market systems in Myanmar and the technical development in the global skills development sector.
Proficiency in Microsoft Office Suite, digital collaboration tools, and data collection or monitoring platforms (e.g., Kobo, Power BI, or ONA)
Excellent communication, facilitation, and report-writing skills in Bangla and English; knowledge of Rohingya dialect is an asset.
Jagorani Chakra Foundation (JCF) is a national voluntary social welfare organization. JCF is implementing Rohingya children adolescents aged 3-18 receive gender-responsive, quality, inclusive education through the Myanmar curriculum and early childhood development & Skills Development in the Rohingya refugee response, Cox’s Bazar Districts (ERC) Project supported by UNICEF. To ensure the quality implementation of the project, JCF intends to recruit project staff for this position from qualified candidates of Bangladeshi nationals.
Job Responsibility
:
Facilitating Graduates’ Transition to Income Generation
Support youth graduates’ transition from vocational training to income-generating opportunities, including entrepreneurship, apprenticeship, internship, and incentivized volunteering with civil society organizations.
Identify and match graduates’ skills and aspirations with suitable market and livelihood opportunities both within and outside the camps via different alternative pathways.
Develop individualized employability and career advancement plans, including CV writing, interview preparation, workplace readiness, and mentoring.
Provide follow-up support to ensure sustainable engagement in the selected income pathway.
Track and document post-training employment outcomes and livelihood transitions using standardized monitoring and reporting tools.
Encourage environmentally sustainable and climate-resilient business models, integrating green skills and circular-economy principles into livelihood initiatives.
Entrepreneurship and Business Development Support
Mentor and coach graduate entrepreneurs in product development, pricing, marketing, branding, customer engagement, and financial management to strengthen their enterprises within the camps with possible entrepreneurial extension outside of camps.
Support youth-led and group-based enterprises (such as joint partnership) to develop simple business and marketing plans, access micro-grants as applicable, and establish sustainable income models.
Facilitate peer-learning sessions, innovation hubs, and market linkage events that connect graduates with suppliers, buyers, and microfinance actors.
Ensure all entrepreneurship and business activities uphold occupational health and safety (OHS) standards and ethical business practices.
Promote environmentally responsible and green business approaches aligned with Skills for a Green Transition framework.
Facilitate access to digital platforms and online marketplaces for youth entrepreneurs to promote and sell their products, linking them with digital payment systems and e-commerce channels where feasible.
Partnership Development and Market Linkages
Build and sustain partnerships with entrepreneurs, cooperatives, and civil society organizations (CSOs) within the camps to expand internship, apprenticeship, job placement, and volunteering opportunities for graduates.
Conduct periodic market assessments and labour market analyses to identify emerging trades, business niches, and potential partners for collaboration.
Facilitate linkages between training programs, employers, and value chain actors to ensure skills training remain relevant to local market needs.
Establish and maintain a market linkage and employer database, continuously updated with contact information, opportunity mapping, and partnership status.
Represent the programme in coordination forums, working groups, and multi-sector meetings to strengthen synergy and avoid duplication.
Monitoring, Evaluation, Coordination, and Knowledge Sharing
Regularly monitor progress of employment placement, entrepreneurship growth, and market linkage outcomes through field visits, data verification, and direct engagement with graduates and employers.
Use data from available tracer studies, labour market assessments, and relevant documents and evidences to guide programme adjustments and partnership strategies.
Maintain an updated database of graduates’ employment and business status, disaggregated by gender, age, and disability.
Document best practices, lessons learned, and success stories for reporting, advocacy, and programme learning.
Prepare monthly and quarterly progress reports, including analysis of employment trends, partner contributions, and key challenges.
Build the capacity of field staff and instructors on business mentoring, job placement tracking, and data documentation tools.
Coordinate closely with the Education, Livelihoods, and Protection Sectors, as well as relevant working groups, to ensure coherence, cross-sectoral linkages, and sustainability of business development initiatives.
Inclusion, Gender Equality, and Safeguarding
Integrate gender equality, disability inclusion, and safeguarding across all programme activities and business engagements.
Ensure equitable access for adolescent girls, children with disabilities, and other marginalized groups to training, mentoring, and employment opportunities.
Engage employers and partners to adopt inclusive workplace approach, ensure safe working environments, and maintain OHS compliance.
Promote positive role models and visibility of young women entrepreneurs and professionals, fostering gender-transformative social norms.
Ensure all interventions adhere to Prevention of Sexual Exploitation and Abuse (PSEA) and child safeguarding standards.
Consolidated Tk. 74,160 per month and other admissible benefits as per organizational policy as well as the project.
