Experience:
Master’s degree in Social Sciences, Development Studies, Anthropology, Statistics or related field (Any Related PGD will add value)
Experience
Minimum 3 years of experience in Monitoring & Evaluation in NGO/INGO sector
Experience in UNICEF-supported SBC or Community Engagement programmes (preferred)
Experience in humanitarian or Rohingya response context (preferred)
Skills & Competencies
Strong knowledge of result based monitoring tools and data collection methodologies
Proficiency in progress monitoring and developing IPTT
Proficiency in developing Dashboard in both Excel and PowerBI
Proficiency in Kobo Collect, ONA, Excel, and database management systems
Good understanding of IFC systems, IPC, micro-planning, advocacy, and social communication.
Proficiency in both qualitative and quantitative data analysis through excel, SPSS and Atlasti
Excellent analytical report writing skills in Bangla (Bijoy) and English.
Strong organizational, time management, and multitasking skills.
Ability to work independently and meet tight deadlines.

Job Purpose:
The MEAL Officer is responsible for the overall leadership of the project’s Monitoring, Evaluation, Accountability, and Learning (MEAL) functions. The position ensures effective monitoring, documentation, data quality assurance, and evidence-based reporting of programme activities.nThe MEAL Officer establishes functional linkages among CFRM Officer, CEO, DPM, and other field staff to ensure systematic tracking of both quantitative and qualitative progress. The role supports the Programme Manager (PM) in ensuring timely and quality delivery of Digital CFRM and Community Engagement (CE) interventions across operational areas.
Key Responsibilities with Engagement Percentage:
Total Engagement 100%: Monitoring & Field Supervision (35%), Data Management & Quality Assurance (20%), Reporting & Documentation (15%), Learning & Knowledge Management (10%), Accountability & Safeguarding (10%), Planning & Coordination (10%)
A. Monitoring & Field Supervision – 35%
Develop and update monitoring tools, checklists, and tracking formats.
Conduct regular field visits (50% field time) to monitor activities in camps
Cross-check field activities using CE minimum quality standards to ensure quality and quantity standards
Document observations and provide weekly feedback to Programme Manager and DPM
Monitor implementation progress against approved work plans and indicators
Liaise between management and field-level staff for standard SBC intervention
B. Data Management & Quality Assurance – 20%
Collect, verify, and compile area-wise field data for daily and periodic reporting
Ensure data accuracy, consistency, and completeness
Cross-check field-level reports to maintain high data quality standards
Manage databases using Kobo Collect, ONA, INFORM and other data systems
Archive raw data and maintain digital and physical documentation
C. Reporting & Documentation – 15%
Prepare monthly, quarterly, and annual monitoring reports
Contribute to narrative reports, campaign reports, and case studies
Document best practices, humanitarian stories, and lessons learned
Maintain organized documentation systems for evidence-based reporting
Support donor-compliant reporting requirements
D. Learning & Knowledge Management – 10%
Promote evidence-based behaviour change practices through analysis and learning
Analyze monitoring findings and provide recommendations for programme improvement
Facilitate reflection sessions and learning discussions with field teams
Ensure documentation of project processes (achievements, challenges, learning, outcomes)
E. Accountability & Safeguarding – 10%
Promote safeguarding standards and accountability mechanisms
Ensure monitoring processes integrate accountability principles
Follow safeguarding reporting procedures for any reportable incidents
Act as a support resource for safe and ethical programme implementation
F. Planning & Coordination – 10%
Support preparation of monthly work plans and monitoring schedules
Assist Programme Manager in evidence-based decision-making
Coordinate with DPM, ISP, CEO, and field teams to ensure aligned reporting systems
Maintain strong liaison with local government authorities and stakeholders when required
Perform additional responsibilities as assigned by the Programme Manager
