Skills & Competencies
Strong knowledge of SBC, RCCE, AAP, ESS, DRR, and safeguarding frameworks.
Excellent report writing and communication skills in Bangla and English.

Job Purpose:
The Capacity Building & Communication Officer (CB&CO) is responsible for leading the development of communication materials and strengthening project staff capacity on SBC approaches, including inclusive community engagement, AAP-Digital CFRM, ESS, RCCE, DRR, and other UNICEF compliance requirements. The position ensures timely, high-quality, evidence-based reporting and systematic documentation in line with donor and organizational standards. The CB&CO establishes functional linkages with MEAL, Programme, Finance, and field teams to ensure accurate information flow and to enhance the capacity of project stakeholders.
Key Responsibilities with Engagement Percentage:
Total Engagement 100%: Communication Materials Development (30%), Capacity Building & Technical Support (30%), Reporting & Documentation (20%), Compliance & Quality Assurance (10%), Coordination & Knowledge Management (10%)
A. Communication Materials Development – 30%
Lead the design and development of SBC communication materials (IEC/BCC tools, briefs, presentations, digital content, case studies)
Ensure materials align with UNICEF SBC frameworks, RCCE, DRR, AAP-Digital CFRM, ESS, and inclusive community engagement principles
Support contextualization of key messages for Rohingya and host community settings
Review and validate communication outputs to ensure technical accuracy and compliance
Coordinate with programme and MEAL teams to integrate monitoring findings into communication products
B. Capacity Building & Technical Support – 30%
Develop and conduct training sessions for staff on SBC approaches, inclusive engagement, AAP, ESS, RCCE, DRR, and safeguarding compliance
Facilitate refresher training and mentoring for field staff (ISP, CEO, OW, DPM)
Conduct field visits to identify gaps in SBC implementation and communication practices
Develop simple guidance notes, toolkits, and learning materials to strengthen staff capacity
Promote cross-learning and reflection sessions within project teams
C. Reporting & Documentation – 20%
Support preparation of high-quality narrative reports, case studies, and success stories
Ensure documentation of lessons learned, positive behavioral changes, and community feedback
Maintain organized digital and physical documentation systems
Collaborate with MEAL team to ensure evidence-based reporting
Ensure all communication and documentation meet donor and organizational standards
D. Compliance & Quality Assurance – 10%
Ensure integration of UNICEF compliance requirements (AAP-Digital CFRM, ESS, RCCE, DRR, safeguarding) into programme materials and training
Monitor quality of communication and capacity-building interventions
Support adherence to safeguarding and accountability mechanisms
Identify compliance gaps and recommend corrective actions
E. Coordination & Knowledge Management – 10%
Establish strong functional linkages with MEAL, Programme, Finance, and field teams
Ensure timely information sharing across departments
Support development of knowledge management systems for SBC interventions
Represent the programme in relevant coordination meetings when required
