Experience in UNICEF-supported SBC or humanitarian programmes (Preperred)
Proven experience in field supervision and stakeholder coordination
Experience in Rohingya/humanitarian response context (preferred)
Language Proficiency: Fluency in English is required

Job Purpose:
The Deputy Programme Manager (DPM) supports the Programme Manager (PM) in the operational leadership and technical management to the UNICEF-supported SBC Programme (AAP- CFRM and SBC CE). The DPM ensures effective field-level implementation, quality assurance, monitoring follow-up, and coordination with frontline staff and stakeholders. The position plays a critical role in translating programme strategies into day-to-day operational actions, strengthening supervision systems, ensuring donor compliance at implementation level, and maintaining effective coordination with field teams and local stakeholders.
Key Responsibilities with Engagement Percentage:
Total Engagement 100% (Approximately 40% Field-Based, 60% Office-Based): Strategy & Operational Planning (15%), Implementation & Field Supervision (35%), Monitoring & Learning (20%), Financial & Compliance Support (10%), Donor Reporting Support (10%), Stakeholder Coordination (5%), Safeguarding & Risk Management (5%)
A. Strategy & Operational Planning – 15%
Support the PM in developing project strategy into detailed operational and field implementation plans of CFRM including call centre, Information and Feedback Centre (IFC), and community engagement (CE) intervention
Assist in developing monthly and quarterly activity plans aligned with the approved PD
Ensure integration of SBC, Community Engagement (CE), SBC, and safeguarding approaches into field activities
Contribute to proposal development and programme improvement planning
B. Programme Implementation & Field Supervision – 35% (Majority of 40% field engagement covered under this section)
Oversee day-to-day implementation of SBC interventions at Rohingya camp levels
Directly supervise field teams including CEOs and CFRMS
Conduct regular field visits to ensure quality, timeliness, and adherence to standards
Organize and facilitate monthly team meetings at camp and Upazila levels
Ensure proper activity documentation and reporting from field staff
Act as liaison between Programme Manager (PM) and field teams
C. Monitoring, Evaluation & Learning (MEL) – 20%
Support implementation of SBC MEAL framework and indicator tracking
Conduct routine monitoring visits and provide structured feedback to field teams
Ensure data quality and timely submission of field activity reports
Support documentation of achievements, challenges, lessons learned, and best practices.
Assist PM in reviewing performance against targets and recommending corrective measures.
D. Financial & Compliance Support – 10%
Support monitoring of activity-level budget utilization in coordination with Sr. FAO
Verify field-level expenditures and supporting documents
Ensure compliance with UNICEF PD, HACT, and organizational policies at operational level
Support preparation of financial and activity documentation for audits and spot checks
E. Donor Reporting & Communication Support – 10%
Contribute to preparation of monthly, quarterly, and annual narrative reports
Provide field-level data, case studies, and success stories for donor reporting
Participate in donor field visits and review meetings as required
Ensure timely response to reporting requirements from PM
F. Stakeholder Engagement & Coordination – 5%
Maintain coordination with RRRC, CiCs, local authorities, community leaders, and relevant stakeholders
Represent the organization in field-level coordination meetings when delegated by PM
Support organization of workshops, community consultations, and events
G. Safeguarding & Risk Management – 5%
Promote safeguarding policies and ensure adherence at field level.
Ensure staff understand reporting mechanisms for safeguarding incidents.
Identify field-level risks and report mitigation recommendations to PM.
Support safe and accountable programme implementation.
