Experience in Rohingya response context preferred
Experience supervising field teams is required
Skills & Competencies
• Strong facilitation and public speaking skills
• Excellent oral and written communication skills in Bangla and English
• Knowledge of AAP, PSEA, Child Safeguarding, IPC, DRR, emergency preparedness
• Experience using digital data tools (INFORM, KoBo, etc.)
• Experience in conducting FGD and KII
• Experience in utilizing Microsoft office package (Word, Excel, PPT etc.)
• Strong organizational, analytical, and problem-solving skills
• Ability to manage multiple tasks and meet deadlines
• Ability to work independently and as part of a team
• Knowledge of Chittagonian language is an asset

Job Purpose:
The Community Engagement Officer (CEO) is the Camp focal person for the CFRM and Community Engagement (CE) component of the SBC programme. The position is responsible for ensuring quality and timely implementation of targeted activities, strengthening coordination with sector stakeholders and camp authorities, supervising field teams, and maintaining accountability mechanisms. The CEO acts as the key accountability point at field level, ensuring effective supervision of CFRM Officers, quality data management, and strong coordination with CiCs, ACiCs, and other relevant authorities.
Key Responsibilities with Engagement Percentage:
Total Engagement 100%: Programme Implementation & Field Supervision (35%), Stakeholder Coordination & Liaison (20%), Capacity Building & Mentoring (15%), Monitoring & Data Management (15%), Planning & Reporting (10%), Event & Campaign Management (5%)
A. Programme Implementation & Field Supervision – 35%
Ensure quality and timely implementation of community engagement and SBC activities
Supervise CFRM Officers (CFRMO-IFC) and Multipurpose Volunteer through regular field visits and supportive supervision
Monitor field-level implementation of group sessions (Adolescent, Father, Mother, Religious Leader and community leaders groups)
Ensure adherence to Community Engagement Quality Standards and safeguarding principles
Organize IPT shows, religious leader sessions, and other community mobilization activities
Act as liaison between management and field staff
B. Stakeholder Coordination & Liaison – 20%
Maintain strong coordination with CiCs, ACiCs, local government authorities, and sector focal
Participate in coordination meetings, advocacy forums, and camp-level consultations
Establish and maintain effective relationships with community leaders, religious leaders, teachers, parents, adolescents, and caregivers
Facilitate coordination with internal departments for smooth programme implementation
C. Capacity Building & Mentoring – 15%
Build capacity of CFRM Officers and Outreach Workers through on-the-job coaching and structured sessions
Strengthen staff knowledge on positive parenting, peer education, U-Report, PSEA, Child Safeguarding, AAP, IPC, facilitation skills, DRR, emergency preparedness, and cyclone preparedness
Identify capacity gaps and implement improvement strategies
Recruit, orient, and supervise Multipurpose Volunteer and Night Guard
D. Monitoring & Data Management – 15%
Monitor regular field activities and ensure quality data collection
Ensure regular primary data updates through INFORM, ODK, KoBo, or other digital tools
Maintain proper documentation including logbooks, loop registers, IFC registers, and movement registers
Ensure stakeholder and event-related data are updated and accurate in the database
Identify implementation gaps and recommend corrective measures
E. Planning & Reporting – 10%
Prepare monthly work plans and quarterly field visit plans
Ensure timely submission of daily, weekly, and monthly progress reports
Prepare and ensure timely submission of 1st draft of all activity report
Assist PM and DPM in preparing monthly, quarterly, and annual narrative reports
Collect and document case studies, success stories, and lessons learned
F. Event & Campaign Management – 5%
Plan and organize special events, consultations, and campaigns
Develop meeting schedules and timelines for training and engagement events
Maintain documentation of pre- and post-event activities
