∎ Contract length : 1 year (with possibility of extension subject to funding, program needs and performance of incumbent)

Job Responsibilities:
∎ Direct oversight of partnership project risk management as it relates to finance issues, in particular through the effective implementation of pre-award due diligence and post-award monitoring processes, and appropriate action to address issues identified
∎ Review partner budgets as well as draft partnership agreement terms relating to advances, reporting and any special conditions relating to finance
∎ Review partner financial reports and supporting documents to ensure compliance with the partnership agreement, donor regulations and IRC policy, and provide feedback to the partner as appropriate
∎ For cost-reimbursable partnership agreements, agree with partners the specific documentation required to support each type of cost, adjusting standard requirements to the operating context and the partner as appropriate
∎ Ensure effective partnership agreement finance management, including the timely payments to partners in accordance with partnership agreements, and timely action to resolve any challenges with financial management.
∎ Work collaboratively with partners to ensure the timely provision of funding to partners in accordance with the partnership agreement to ensure program continuity, ensuring clear communication with the partner and efficient resolution where for whatever reason this is not possible
∎ Provide finance and accounting as well as supply chain training and mentoring support to partners, in accordance with partner project support plans, with a focus on supporting the partner to build financial management and supply chain systems and capacities that are responsive to the needs of the partner (rather than replicating IRC's systems and policies)
∎ Assist in the close-out of partnership agreements, including in relation to financial verification and asset confirmation
∎ Participate in the review of the performance of the partner, of the IRC, and of the partnership, including successes, challenges and lessons learned
∎ Review of supply chain components of partnership agreements as relevant
∎ Provide supply chain training, mentoring and coaching support to partners, in accordance with partner project support plans
∎ Provide partners with best practice guidance based on IRC experience and local partner capacity on issues related to procurement and logistics, reflecting partner specific needs
∎ Assist partners with procurement and logistics, or conduct procurement on behalf of partners, in accordance with the partnership agreement
∎ Where IRC conducts procurement on behalf of a partner, work with the technical coordinator and the partner to establish a partner procurement plan at the outset of the partnership agreement
∎ Participate in or guide finance and compliance review and reflection (monitoring), in particular with respect to the verification of procurement and logistics processes of the partner
∎ Implement the IRC's new partnership management system (PEERS) as necessary/appropriate

∎ Participate in the Partner's Project Capacity Review (Pre-Award Assessment) of potential partners as appropriate, and contribute to efforts to develop measures to address issues identified
∎ Work effectively with the IRC various departments including Program, Supply Chain and Finance partners' teams to ensure that sub-granting mechanisms are in-line with the PEERS
∎ Assist on preparing management response and plan of actions of Internal and/or External audit and follow up on all sub-award compliance issues and audits and document resolutions
∎ Support in Project opening meeting, review and close-out meetings with partners, ensuring inputs from program, finance and compliance staff are received and included, meeting minutes taken, filed, and disseminated to line Manager and partners and Prepare close-out letters and ensure that all requirements of the sub-award agreement have been met and that sub-award funds have been properly settled

Additional Requirements:
∎ Experience in financial management and working with budget and Procurement of Partners
∎ 6-8 years' experience in project management with INGO in humanitarian or development programs in Program Management, Partnership and sub-award management
∎ Extensive experience in managing donor contacts and fundraising activities in particular UN fund, it would get priority to work experience on UN fund.
∎ Knowledge of USAID, DFID, ECHO, GAC etc. compliance and partnership/sub-award procedures
∎ Highly developed analytical and communication skills.
∎ Demonstrated successful experience working with partners and/or grants management
∎ Experience in tracking agreed plans with multiple parties
∎ Experience using various project management tools
∎ Experience working in relevant sectors; health, education, protection and livelihoods
∎ Ability to type/draft reports in Bengali will be desirable
∎ Team oriented, with good personal and management skills, with proven track record of quality performance and timely delivery.
∎ Demonstrable understanding of project planning and project cycle management
∎ Required to be able to function comfortably in a complex work environment, under pressure whilst prioritizing multiple tasks
∎ Solid computer-based accounting skills, including spreadsheets and other financial related software programs.
∎ Ability to build good working relationships and work effectively with program, field staff and HQ from a distance
∎ Diplomatic and tactful, able to work with diverse teams
∎ Excellent social skills, positive and professional attitude, ability to work well in a team setting
∎ Good listener, cooperative and flexibility, and creativity;
∎ Self-motivated and able to handle multiple work demands
∎ Adhere to the partnership principles, and promote the principles within all key stakeholders from the IRC and partners staff
∎ Fluency in English Language is essential
