Position: Manager, Finance and Accounts, Sustainable WASH and Humanitarian Innovation for Local Transformation (SHIFT)

The BRAC Pooled Fund initiative, funded by the UK Foreign, Commonwealth & Development Office (FCDO), is implementing the 8.5-month SHIFT (Sustainable WASH and Humanitarian Innovation for Local Transformation) Consortium project to serve Rohingya refugees and vulnerable host communities in Cox's Bazar. The project aims to improve access to safe, inclusive, and sustainable Water, Sanitation and Hygiene (WASH) services for these communities. It also strengthens the capacity of local partners to deliver quality, accountable, and sustainable humanitarian services. Led by BRAC in partnership with national and women-led organisations, the consortium promotes locally led humanitarian action through strengthened institutional capacity, leadership, and community engagement.

We are seeking an experienced and strategic professional to join us as Manager, Finance and Accounts to lead financial management, accounting, compliance, and reporting for assigned projects under the SHIFT Consortium Secretariat. The role serves as the Finance and Accounts focal person for a donor-funded programme delivered through six national and local NGO partners, overseeing financial planning, budgeting, donor reporting, statutory compliance, and internal controls. The incumbent will ensure full compliance with BRAC policies, donor requirements, and statutory regulations; coordinate with programme, procurement, field, and consortium partner teams; support audits and donor monitoring visits; and promote financial accountability, safeguarding, and gender equality, diversity, and inclusion.

KEY RESPONSIBILITIES:

  • Ensure compliance with BRAC policies, internal control frameworks, FCDO/donor rules, agreements, and reporting requirements across all financial activities.

  • Coordinate internal, external, statutory, and donor financial audits and monitoring visits by ensuring timely documentation, responses, and follow-up on audit observations.

  • Manage financial compliance and risk by identifying control gaps, recommending corrective actions, monitoring their implementation, and maintaining complete, accurate, and audit-ready financial records.

  • Oversee fixed asset management by preparing donor-compliant asset reports, conducting periodic physical verification, and ensuring proper tagging, coding, and reconciliation with the asset register.

  • Lead project financial management as the Finance and Accounts Focal Person by preparing the Chart of Accounts, supporting budget preparation and revisions, and monitoring expenditure against approved budgets to identify and address variances.

  • Support procurement processes by serving on the Comparative Statement and procurement committees, reviewing Purchase Requisitions, and contributing to procurement planning for assigned projects.

  • Represent the Finance and Accounts function in donor meetings, negotiation sessions, and inter-agency coordination forums, while supervising budget-tracking associates to ensure timely and accurate financial reporting.

  • Strengthen field finance compliance by conducting regular field visits, facilitating financial risk management workshops, and mentoring field finance staff to enhance capacity and adherence to controls.

  • Serve as the primary Finance and Accounts focal point for FCDO by managing all financial reporting, compliance, and donor coordination matters for assigned projects.

SAFEGUARDING RESPONSIBILITIES:

  • Ensure the safety of Programme Participants, people who come into contact with the organization and team members from any harm, abuse, neglect, harassment and exploitation, including sexual exploitation and abuse (SEA), to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action

  • Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
