Experience Requirement:

  • Minimum 5 years of experience for Diploma holders and 3 years of experience for B.Sc. in Civil Engineering holders in civil construction, WASH, disaster response, or climate-resilient infrastructure projects.

  • Experience in technical supervision, BOQ preparation, construction monitoring, quality assurance, and contractor management.

  • Prior experience with NGOs/INGOs or donor-funded humanitarian projects will be preferred.

Additional Job Requirements:

  • Knowledge of civil engineering principles, construction standards, and quality assurance practices.

  • Knowledge of WASH infrastructure, disaster-resilient construction, and rehabilitation works.

  • Understanding of BOQ preparation, cost estimation, technical specifications, and procurement processes.

Disaster Risk Management Programme (DRMP) with an aim to strengthen community resilience through disaster risk reduction and preparedness along with emergency response and recovery actions. DRMP works to strengthen resilience across the most vulnerable communities and provides holistic humanitarian support to the people affected by disasters and crises in Bangladesh.

About the Project: Support for the Flash Flood-Affected People in Chattogram Division, under Disaster Risk Management Programme (DRMP).

Project Duration: Six (6) months

Job Location: Any Upazila within the Chattogram Division

Job Purpose: The Deputy Manager, Technical (Engineer) will be responsible for providing technical leadership and support to ensure the quality, effectiveness, and timely implementation of infrastructure-related activities under the Emergency Flood Response Project. S/he will oversee engineering aspects of project interventions, including design review, technical planning, quality assurance, and compliance with required standards and specifications. The position will provide technical guidance and mentoring to Field Facilitators and relevant stakeholders to ensure the delivery of climate-resilient infrastructure solutions in line with project objectives. S/he will monitor construction activities, ensure the quality and quantity of materials, verify workmanship, and maintain technical accuracy across all project sites through regular field visits and close coordination with project teams. The role will contribute to achieving sustainable, safe, and resilient infrastructure outcomes for flood-affected communities.

Job Description:

  • Ensure effective, efficient, equitable, and accountable implementation of technical interventions, particularly WASH infrastructure, school building repairs, community house repairs, and other construction activities, in compliance with BRAC policies, donor requirements, and relevant engineering standards.

  • Develop disaster-resilient, cost-effective housing designs and prepare Bills of Quantities (BOQs), technical specifications, and estimates for cyclone- and flood-affected vulnerable communities.

  • Support the Project Manager and project team in overall technical planning, budgeting, implementation, monitoring, and reporting of project activities, ensuring timely achievement of project objectives.

  • Provide technical leadership and supervision for WASH infrastructure development, including installation, construction, rehabilitation, and upgrading of tube wells, latrines, RO plants, and other related facilities.

  • Conduct regular field visits to monitor construction progress, ensure quality assurance, verify the quality and quantity of construction materials, and provide technical guidance to Field Facilitators, contractors, and beneficiaries.

  • Manage procurement and contract-related technical processes in coordination with Upazila Coordinators, Finance, and DM-Admin teams, including quotation evaluation, contractor selection, work order preparation, material verification, and compliance with technical requirements.

  • Maintain proper documentation, work plans, progress reports, site visit records, and technical assessments, and provide regular updates to the Project Coordinator/Manager on infrastructure development and implementation progress.

  • Identify technical risks, provide mitigation measures, support contract management including variation orders and design revisions, and ensure all construction works and expenditures comply with BRAC and donor standards, financial rules, and contractual obligations

SAFEGUARDING RESPONSIBILITIES:

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
