The BRAC Pooled Fund initiative, funded by the UK Foreign, Commonwealth & Development Office (FCDO), is implementing the 8.5-month SHIFT (Sustainable WASH and Humanitarian Innovation for Local Transformation) Consortium project to serve Rohingya refugees and vulnerable host communities in Cox's Bazar. The project aims to improve access to safe, inclusive, and sustainable Water, Sanitation and Hygiene (WASH) services for these communities. It also strengthens the capacity of local partners to deliver quality, accountable, and sustainable humanitarian services. Led by BRAC in partnership with national and women-led organisations, the consortium promotes locally led humanitarian action through strengthened institutional capacity, leadership, and community engagement.

Project Manager, WASH will lead the coordination and effective implementation of the SHIFT Consortium's WASH programme by fostering strong collaboration among consortium partners, government authorities, the WASH Sector, and other key stakeholders. The role ensures quality programme delivery, coordinated project planning, compliance with donor requirements, and the avoidance of geographical and activity overlap across consortium interventions.

KEY RESPONSIBILITIES:

  • Coordinate partnerships across the SHIFT Consortium by facilitating regular coordination meetings and strengthening collaboration among consortium partners, BRAC teams, donors, government authorities, Area Focal Agencies, humanitarian actors, and other stakeholders.

  • Oversee implementation of consortium activities by ensuring alignment with approved work plans, consortium agreements, donor requirements, and WASH Sector standards, while supporting coordinated implementation, advocacy, and resource mobilization.

  • Represent BRAC and the SHIFT Consortium in sector coordination forums, technical working groups, and stakeholder meetings, and follow up on key decisions to strengthen programme coordination.

  • Monitor programme progress by tracking outputs, outcomes, and milestones against agreed indicators, recommending corrective actions for implementation challenges, and conducting field monitoring visits to verify implementation quality.

  • Review partners' implementation plans, technical reports, and budget utilization to ensure quality, accuracy, transparency, and compliance with donor requirements, and facilitate donor and senior management field visits.

  • Foster collaboration with local government, UN agencies, INGOs, and community stakeholders to strengthen coordination, collective impact, and effective programme delivery.

  • Strengthen partner capacity by identifying gaps and coordinating technical assistance, mentoring, and knowledge-sharing initiatives across the consortium.

  • Uphold BRAC's safeguarding, PSEAH, gender equality, and inclusion standards by ensuring timely reporting and management of concerns, and consolidating programme learnings for donor reporting.

SAFEGUARDING RESPONSIBILITIES:

  • Ensure the safety of Programme Participants, people who come into contact with the organization and team members from any harm, abuse, neglect, harassment and exploitation, including sexual exploitation and abuse (SEA), to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action

  • Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
