Position: Deputy Manager, Sub-Grants, Sustainable WASH and Humanitarian Innovation for Local Transformation (SHIFT)

The BRAC Pooled Fund initiative, funded by the UK Foreign, Commonwealth & Development Office (FCDO), is implementing the 8.5-month SHIFT (Sustainable WASH and Humanitarian Innovation for Local Transformation) Consortium project to serve Rohingya refugees and vulnerable host communities in Cox's Bazar. The project aims to improve access to safe, inclusive, and sustainable Water, Sanitation and Hygiene (WASH) services for these communities. It also strengthens the capacity of local partners to deliver quality, accountable, and sustainable humanitarian services. Led by BRAC in partnership with national and women-led organisations, the consortium promotes locally led humanitarian action through strengthened institutional capacity, leadership, and community engagement.

The Deputy Manager, Sub-Grants will manage sub-grants under the FCDO-funded SHIFT WASH Programme, ensuring compliance with donor requirements, organisational policies, and consortium agreements. This role involves strengthening partnership management, monitoring finances, coordinating reporting, and building the capacity of consortium partners to ensure smooth and compliant project implementation.

KEY RESPONSIBILITIES: 

• Manage sub-grant documentation by preparing, reviewing, and amending Sub Award Agreements and maintaining accurate records throughout the grant lifecycle.

• Finalize partner budgets by reviewing submissions and coordinating budget phasing in line with programme needs.

• Ensure financial compliance by reviewing partner fund requests, financial reports, and supporting documents against FCDO requirements, BRAC policies, and statutory regulations, including supporting audit processes and tracking resolution of audit observations.

• Monitor and strengthen partner financial oversight by tracking expenditure against approved budgets, flagging variances, conducting financial monitoring visits, and following up on corrective action plans.

• Build partner capacity by designing and delivering orientation sessions, workshops, and on-the-job coaching on financial management and donor compliance.

• Facilitate partner disbursements by processing fund requests, coordinating with the Payables Unit, and maintaining accurate payment records.

• Coordinate with Finance, Programme, Procurement, MEAL, and Budget Holders to resolve partner-related financial and sub-grant issues.

• Maintain partner relationships through regular communication on sub-grant matters, and undertake additional tasks as assigned by the line manager.

SAFEGUARDING RESPONSIBILITIES:

• Ensure the safety of Programme Participants, people who come into contact with the organization and team members from any harm, abuse, neglect, harassment and exploitation, including sexual exploitation and abuse (SEA), to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.

• Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action

• Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
